Abstract

Planning Approaches in Education and Educational Indicators Used in Turkey – In this study educational planning approaches which have been used since the early years of 1960s which is accepted as the beginning of the planned period in Turkey, and critics of these approaches were examined; then strategic planning approach which has been widely used since the beginning of 2000s is tried to placed into a theoretical framework with a economic planning viewpoint. Within this framework performance indicators used in strategic plans prepared in education sector are compared to those used by previous approaches; and it is discussed that the performance indicators should be those related to outcomes of the education institutions. At the end, there is a proposal for schools which can be used in strategic planning preparation practices.

Türkiye’de Eğitimde Planlama Yaklaşımları ve Kullanılan Eğitim Göstergeleri

Abstract

Bu çalışmada Türkiye’de planlı dönemin başlangıcı sayılan 1960’lı yılların başından itibaren kullanılan eğitim planlaması yaklaşımları ile bunlara yöneltilen eleştiriler ele alınmakta; daha sonra 2000’li yılların başında yaygın olarak kullanılmaya başlanan stratejik planlama yaklaşımı iktisadi planlama bakış açısıyla teorik bir çerçeveye oturtulmaya çalışılmaktadır. Bu çerçevede eğitim sektöründe yapılan stratejik planlarda kullanılan performans göstergeleri önceki yaklaşımlarla kullanılan göstergelerle karşılaştırmakta ve performans göstergelerinin çıktıyla ilgili göstergeler olması gerektiği tartışılmaktadır. Son olarak okulların stratejik plan hazırlama çalışmalarında kullanabilecekleri performans göstergesi önerileri geliştirilmesi çalışması yer almaktadır.
