Abstract

Özet

Bu çalışmada amaçlanan "Kamu Yönetiminde Reform" genel başlığı altında toplanan yeniden yapılanma süreci üzerine eleştirel bir bakış açısı sunmaktır. Bunu yaparken, sürece ulus devletin sönümlenmesi ve refah devleti kazanımlarının kaybedilmesi perspektifinden yöneltilen eleştirilerin hatalı oluşu temel çıkış noktası olacaktır. Öte yandan, yaygın kabul gören bakışın aksine, reformların merkezi devlet yapısının bozulmasından çok, merkezileşmeyi ve devleti farklı bir ilişki biçimi olarak yeniden biçimlendirdiği vurgulanmaktadır. Buna ek olarak, devletin yeni biçimi ile siyaset yapma tarzının da toptan değiş­tirmeye çalışıldığı, bu çalışmanın temel tezleri arasındadır.

Abstract

What is aimed in this study is to make a critical assessment on which is called under the general topic of Public Administration Reform. In doing this, generally accepted thesis focusing on the withering away of national state and the loosing of Welfare state assets will be taken as starting point. On the other hand, contrary to this approach, this study will try to show that the process of re­structuration will caused to the reformation of the centrality of the state in given context of new social relations. In addition to this, this study supposes that with the change in the form of state, the way of politics will change also.
