Abstract

This article discusses the concept of American Exceptionalism and its role in shaping the United States'
self-identity. American Exceptionalism is a term that highlights the unique characteristics of the United
States that set it apart from other nations. It has been influential in American culture and history, positioning
the country at the forefront of the international system. However, the importance of this concept varies with
changes in international relations. The article notes that American Exceptionalism gains or loses power
based on the country's foreign policy approaches. Idealist attitudes and behaviors strengthen American
Exceptionalism, while realist perspectives weaken it. To maintain the strength of American Exceptionalism
with liberal values while participating in the material world, a balance must be struck. The article examines
the power shifts and transformations of American Exceptionalism during the synthesis period, focusing on
the Harmony of Interests and the Linkage Approach as key theoretical frameworks. The main concern is
the potential dangers when a nation-state's self-consciousness supports colonial policies.

Amerika Birleşik Devletleri’nin Tepe Kavramı: Amerikan İstisnacılığı Amerikan İstisnacılığı’na Dair Analitik Bir İnceleme

Abstract

Bu makalede, Amerika Birleşik Devletleri’nin varlık bilinci ile uyumlu öz-benliğini kazanmasına bir
dayanak noktası oluşturan Amerikan İstisnacılığı kavramı analiz edilmektedir. Amerikan İstisnacılığı,
temelde Amerika Birleşik Devletleri’nin diğer ulus-devletlerden ayrı, eşsiz ve benzersiz özelliklerine
vurguda bulunan bir terimler ailesinin şemsiye kavramıdır. Amerika Birleşik Devletleri’nin benidrakini/öz-benliğini uluslararası sistemin kalbinde, hatta üstünde bir konumda şekillenmesini sağlayan bu
kavram, Amerikan kültüründe ve tarihinde özel bir öneme haizdir. Öte yandan bu kavrama verilen önemde,
uluslararası ilişkilerin değişken doğasına orantılı kaymalar yaşanmaktadır. Konjonktürel, yani dönemsel ve
bağlamsal özellikleri bulunan bu kavramın, Amerikan dış siyasetinde izlenen tutum/davranışlar dizisine
göre güç kazandığı veya kaybettiği görülmektedir. Amerikan genel stratejisinde benimsenen idealist
tutum/davranışlar Amerikan İstisnacılığı için bir güç kaynağı iken; realist perspektife dayalı atılan adımlar
bu kaynağın enerjisini düşürmektedir. Bu enerjiyi liberal değerlerle birlikte canlı tutmak ama aynı zamanda
maddi dünyanın sömürü sisteminde yer almak için, bu iki zıt kutbun birleştirilmesi öngörülmüştür.
Böylelikle makale, iki zıt kutbun birleştirildiği, Amerikan İdeolojisi adlı sentez dönemde, Amerikan
İstisnacılığı’nın güç kaymalarını ve dönüşümlerini incelemek üzere kuramsal çerçevesinde Çıkarların
Uyumu İlkesi ve Bağıntı Yaklaşımı’na önemli bir yer vermiştir. Biri idealist, diğeri realist perspektifi ifade
eden bu çerçeve, liberal değerlerin defansif görünen ofansif tutumlarına dikkat çekmeyi amaçlamıştır. Bu
perspektifte çalışmanın temel sorunsalı, sömürgecilik politikalarına meşru bir zemin hazırlanması taktirinde
bir ulus-devletin, ben-idrakinin ne kadar tehlikeli olabileceğidir.
