Türk Devletleri Teşkilatında Sınır Ötesi Ödemelerde Olası Merkez Bankası Dijital Para Kullanımı

Abstract

Bu çalışmada Türk Devletleri Teşkilatı’na üye devletlerin birbirleri arasında gerçekleştirecekleri sınır ötesi ödemelerde kullanabilecekleri olası bir merkez bankası dijital parası fikri ele alınmaktadır. Devletlerin özellikle ödemeler ekosisteminde karşılaşılan sorunları aşmaya çabası olarak öne çıkan çeşitli iş birlik girişimleri; teknolojik yenilikler ve dijital paranın sunduğu çeşitli avantajları elde etme ve dezavantajları gidermenin bir yolu olmasının yanı sıra öngörülen geleceğin bir parçası olma arzusunun da bir ifadesidir. Bu kapsamda çalışmanın konusunu, Türk Devletleri Teşkilatı kapsamında yer alan her ülkenin, kendi para sahasında kaldığı varsayımı ile merkez bankaları tarafından ihraç edilecek olası merkez bankası dijital paralarının (CBDC) sınır ötesi ödemelerde kullanımı oluşturmaktadır. Dünya üzerinde çalışılan sınır ötesi CDBC projelerinden “Icebreaker” ve “mbridge” projeleri çok taraflı kullanım açısından Türk Devletleri Teşkilatı’nın yapısına uygunluğu diğer projelere göre öne çıkmaktadır. Dolayısıyla bu çalışmayla “Icebreaker” ve “mbridge” projelerinin temel özelliklerinden yola çıkılarak geleceğe yönelik Türk Devletleri Teşkilatı kapsamında geliştirilebilecek olası CBDC’ye yönelik bir öneride bulunulmaktadır. Çalışma sonucunda Türk Devletleri Teşkilatı kapsamında sınır ötesi ödemelerde ulusal paralar ile birlikte kullanılabilecek bir “toptan CBDC” kullanımının daha rasyonel ve uygulanabilir olacağı ortaya konulmaktadır.

Possible Use of Central Bank Digital Money in Cross-Border Payments in the Organisation of Turkic States

Abstract

This study examines the idea of a possible central bank digital currency that member states of the Organization of Turkic States could use for cross-border payments between each other. The various cooperative initiatives of states, which stand out as an effort to overcome the problems encountered especially in the payments ecosystem, are not only a way to obtain the various advantages and overcome the disadvantages offered by technological innovations and digital money, but also an expression of the desire to be a part of the envisioned future. In this context, the subject of this study is the use of possible central bank digital currencies (CBDCs) to be issued by the central banks of each country within the Organization of Turkic States in cross-border payments, assuming that each country remains in its own currency area. “Icebreaker” and ‘mbridge’ projects, which are among the cross-border CBDC projects studied in the world, stand out compared to other projects in terms of multilateral use and their suitability to the structure of the Organization of Turkic States. Therefore, this study makes a proposal for a possible CBDC that can be developed within the scope of the Organization of Turkic States for the future based on the basic features of “Icebreaker” and “mbridge” projects. As a result of the study, it is revealed that the use of a “wholesale CBDC” that can be used together with national currencies in cross-border payments within the Organization of Turkic States will be more rational and feasible.
