Abstract

Türk Veteriner Hekimleri Birliği, veteriner hekimliği uygulamalarına esas oluşturmak ve veteriner hekimlerin görev ve yetkilerinin düzenlenmesi amacıyla 6343 sayılı “Veteriner Hekimliği Mesleğinin İcrasına, Türk Veteriner Hekimleri Birliği ile Odalarının Teşekkül Tarzına ve Göreceği İşlere Dair Kanun”un yürürlüğe girmesiyle 1954 yılında kuruldu. Aynı yıl, Birliğin kuruluşuna temel oluşturması için 16 veteriner hekim odası faaliyete başladı. Odalar, Birliğin veteriner hekimlerle iletişimini ve üyelerin mevzuata uygun bir biçimde mesleki uygulamalarını gerçekleştirmelerini sağlamakla yükümlüdür. Veteriner hekim odaları, sınırları içerisinde en az 30 veteriner hekimin görev yaptığı illerde ya da birkaç ilin birleştirilmesiyle oluşturulan bölgelerde kurulurlar. Bu araştırmada, Samsun-Sinop Bölgesi Veteriner Hekimler Odası’nın kuruluşundan günümüze kadar olan tarihsel gelişimi ve faaliyetleri hakkında bilgi vermek amaçlandı. Çalışmanın konusunu oluşturan Samsun-Sinop Bölgesi Veteriner Hekimler Odası, 1954 yılında faaliyete başlayan ilk 16 odadan birisidir. Kuruluş döneminde Amasya, Çorum, Tokat, Ordu, Sinop ve Samsun illerinde çalışan veteriner hekimler tarafından oluşturuldu. Yıllar itibari ile önce Amasya, Çorum ve Tokat illeri 2005 yılında ayrı bir bölge oluşturarak, daha sonra ise Ordu ili 2009 yılında yeterli üye sayısını sağlayarak ayrıldı. Söz konusu bölgede yalnızca Samsun ve Sinop illeri kalmış olup odanın isminin Samsun-Sinop Bölgesi Veteriner Hekimler Odası olarak değiştiği belirlendi. Samsun-Sinop Bölgesi Veteriner Hekimler Odası, günümüzde Samsun ve Sinop illerinde çalışan 385 veteriner hekim üyeye sahiptir. Çalışmada yapılan ön değerlendirme sonucunda odanın kurulduğu 1954 yılından 1969 yılına kadar görev yapmış başkanların bilgilerine ulaşılamamış olup 1969 yılından itibaren oda yönetiminde 32 dönem ve bu dönemlere başkanlık eden 19 Başkan tespit edildi. Mustafa Kural’ın 1969 yılında başkanlık yaptığı Samsun-Sinop Bölgesi Veteriner Hekimler Odasında bugün Mahmut Çetinkaya başkanlık görevini yürütmektedir. Sonuç olarak, Samsun-Sinop Bölgesi Veteriner Hekimler Odasının, kuruluş amaçları doğrultusunda faaliyetlerde bulunduğu ve sınırları içinde veteriner hekimliği hizmetlerinin geliştirilmesi ve mesleki sorunların çözümlenmesi amacıyla önemli hizmetler verdiği söylenebilir.

THE VETERINARY CHAMBER OF THE SAMSUN-SİNOP REGION FROM THE PAST TO TODAY

Abstract

The Turkish Veterinary Medical Association was founded in 1954, pursuant to the Law numbered 6343 on the Practice of the Veterinary Profession, and the Establishment and Work of the Turkish Veterinary Medical Association and its Subordinated Veterinary Chambers, with an aim to lay down a framework for veterinary medical practices and to regulate the tasks and authority of veterinary practitioners. The same year, 16 veterinary chambers became operational with a view to set ground for the establishment of the Association. Veterinary chambers are responsible for establishing communication between the Association and veterinary practitioners, as well as for ensuring that their members perform their profession in accordance with national legislation. Veterinary chambers are founded in provinces with at least 30 veterinary practitioners or in regions encompassing several provinces. The present study was aimed at providing information on the historical development and activities of the Veterinary Chamber of the Samsun-Sinop Region since its foundation to date. The Veterinary Chamber of the Samsun-Sinop Region, which constitutes the subject of this study, is among the first 16 veterinary chambers that started to operate in 1954. When first founded, its members were veterinarians working in the provinces Amasya, Çorum, Tokat, Ordu, Sinop and Samsun. In the following years, firstly the Amasya, Çorum and Tokat provinces established a separate region in 2005, and finally in 2009, the province Ordu separated upon constituting a quorum. As the region the chamber serves today only includes the Samsun and Sinop provinces, its title was changed as the Veterinary Chamber of the Samsun-Sinop Region. At present, the Veterinary Chamber of the Samsun-Sinop Region has 385 veterinarian members working in the Samsun and Sinop provinces. Although those who served as the president of the chamber starting from its foundation in 1954 until 1969 were not able to be determined in this study, 32 periods headed by 19 Presidents were confirmed as from the year 1969. The Veterinary Chamber of the Samsun-Sinop Region, which was headed by Mustafa Kural in 1969, is today directed by Mahmut Çetinkaya. In conclusion, it is suggested that the Veterinary Chamber of the Samsun-Sinop Region operates in line with its founding objectives and provides significant services to the region in terms of improving veterinary services and resolving problems of the veterinary profession.
