RÜŞVET: SOSYO-KÜLTÜREL BİR PERSPEKTİF

Abstract

Bu makalede, rüşvetin sosyo-kültürel arkaplanına odaklanılmakta, toplumsal yapı ve kültürün, bir yönetsel yozlaşma örneği olarak rüşvet ve yolsuzluk türü olayların ortaya çıkmasında ne ölçüde belirleyici olduğu sorununa açıklık getirilmektedir. Rüşvet, bürokratik kurumlarda kendisini gösteren kamu görevlisi ile vatandaş arasındaki illegal bir davranış türüne karşılık gelmekte ve genel planda eşitlik, adalet ve hukukilik ilkesinin göz ardı edilmesini sonuçlamaktadır. Rüşvet, yönetsel süreçte beliren bir kuraldışı davranış olmakla birlikte toplumsal kültür, değerler, iktisadi koşullar, aile ve eğitimsel süreçlerle de yakından ilişkilidir. Bu yazıda, rüşvetçi edimlerin niteliği ve beslendiği sosyokültürel koşullara kuramsal açıdan vurguda bulunulmaktadır.
