Public Administration Scholarship Trends in Turkey: A Bibliometric Analysis of the Articles Published in AİD between 1990 and 2019

Abstract

In this study, firstly, bibliometric studies in literature were evaluated to answer question of "What is general trend of public administration studies in Turkey?". Then, as a sample, 850 articles published between 1990-2019 in the Journal of Public Administration (AID), a well-established journal being indexed in SSCI since 2007, was examined by content analysis in context of “what” (research themes), “how” (methods) and “who” (authors) questions. Obtained data was divided into 3 periods by 10 years and classified bibliometrically. The relationship between bibliometric indicators and different periods was tested by chi-square method. Consequently, it was observed that current situation of public administration articles in Turkey are not in a sufficient level in terms of scientific merit and contributions to field compared to western countries, and recommendations are provided in consideration of obtained findings.

Türkiye’deki Kamu Yönetimi Çalışmalarının Eğilimi: 1990-2019 Yılları Arasında AİD’de Yayınlanan Makalelerin Bibliyometrik Analizi

Abstract

Bu çalışmada, “Türkiye’deki kamu yönetimi çalışmalarının genel eğilimi nedir?” sorusunu cevaplamak için öncelikle literatürdeki bibliyometrik çalışmalar incelenmiştir. Daha sonra, örneklem olarak 2007 yılından beri SSCI indeksinde taranan köklü bir dergi olan Amme İdaresi Dergisi’nde (AİD) 1990-2019 yılları arasında yayınlanan 850 makale; “ne” (araştırma temaları), “nasıl” (yöntemler) ve “kim” (yazarlar) soruları bağlamında içerik analiziyle değerlendirilmiştir. Elde edilen veriler 10’ar yıllık 3 döneme bölünerek bibliyometrik olarak sınıflandırılmıştır. Bibliyometrik göstergelerle farklı dönemler arasındaki ilişki ki-kare yöntemiyle test edilmiştir. Sonuç olarak, Türkiye’deki kamu yönetimi makalelerinin bilimsellik ve alana katkıları açısından mevcut durumunun batılı ülkelere göre yeterli düzeyde olmadığı gözlenmiş ve bulgular ışığında öneriler verilmiştir.
