Presidential Systems of Russian Federation and Reflections on Turkey
Abstract
Government system changings in the Russian Federation over the last thirty years can be explained by the tradition of Russian administrative system. During the Soviet Union period, the government was organized according to the socialist structure. Until from 1993 the semi-presidential system, taken from France with policy transfers and adapted to the Russian government system. However, the centralist tendencies in Russia have led the political system toward a stronger executive model and the present governmental system in Russia is expressed as an empowered semi-presidential model. In this study, it will be questioned whether the empowered semi-presidential system is a way to go to the presidential system in Russian Federation. The study aims within the scope of the reforms at post-Soviet period to evaluate on the axis of semi-presidential and presidential governmental systems. In this context, causes and processes of an empowered presidency and Russian Federation experience will be examined in this study.
