DIŞ BORÇ - EKONOMİK BÜYÜME İLİŞKİSİ: 1970-2017 DÖNEMİ TÜRKİYE ÖRNEĞİ

Abstract

Az gelişmiş ve gelişmekte olan ülkelerin kalkınmalarını sağlamak için
ihtiyaç duydukları fonları yurtiçi kaynaklardan elde edememeleri dış
borçlanmalarına sebep olmaktadır. Ülke ekonomisi için ek kaynak niteliği
taşıyan dış borçların yatırımların finansmanında kullanılarak ekonomik büyümeyi
arttırması beklenmektedir. Alınan dış borçların zamanla yüksek seviyelere
ulaşması ve ülke dış borç yükünün artması, yüksek borç ödemelerini de
beraberinde getirmiştir. Alınan borçların geçmiş dönem borç ve faiz ödemelerinde
kullanılması, dış borçların ekonomik büyüme üzerinde negatif etkilere yol
açtığı tartışmalarını da yol açmıştır. Bu kapsamda, çalışmada dış borç-ekonomik
büyüme ilişkisi Türkiye ekonomisi için araştırılmıştır.  1970-2017 döneminin incelendiği çalışmada,
tahmin yöntemi olarak ARDL metodu kullanılmıştır. Analizler farklı dış borç
göstergeleri kullanılarak ve farklı modeller üzerinden yapılmıştır. Yapılan
analiz sonuçlarında, dış borç göstergelerinin ekonomik büyüme üzerindeki
etkisinin tüm modellerde negatif olduğu görülmüştür. Elde edilen bulgular,
Türkiye ekonomisinde dış borçların verimli alanlarda kullanılmadığını ve ciddi
bir borç sorunu olduğu görüşünü destekler niteliktedir
