Osmanlı Devleti’nin son iki asrında yapılan Huzur-ı
Hümayun Dersleri, devrin en önemli âlimleri ile sultanların buluştuğu
meclistir. Bu meclislerde zaman zaman sultanlara tavsiyede bulunan açık sözlü
âlimler olmuştur. Bunlardan birisi Reisü’l-Ulema Tikveşli Yusuf Ziyaeddin
Efendi’dir. Tikveşli Yusuf Ziyaeddin Efendi, bir ders takririnde Sultan II.
Abdülhamid’e eğitim ve idare ile ilgili bazı tavsiyelerde bulunmuştur. Bu
tavsiyelerini kaleme aldığı metin, dönemin giderek sekülerleşen Osmanlı aydın
tipinin savunduğu değerlerden çok farklı bir alana dikkat çekmektedir. Bu
doğrultuda yirminci asırdan itibaren çok tartışılan dinin devlet içerisindeki
yerine, toplumsal hayatta dinî kuralların hakimiyetine ve eğitimde din
derslerinin oranına dair geleneksel tavsiyeler sunmaktadır.
Lessons
of Huzur-ı Humaayuun, which
was practiced in the last two centuries during the Ottoman period, is one of
the most important scholars of the time and a council meeting the sultan.
Outspoken scholars occasionally advised the sultans in these councils. One of
these scholars was Reisü'l-Ulema Tikveşli Yusuf Ziyaeddin Efendi. Tikveşli
Yusuf Ziyaeddin Efendi gave some advice to Sultan Abdulhamid about education
and administration at a lesson. The text in which he writes his recommendations,
draws attention to a very different area than the values of the secularized
Ottoman intellectual. He offers recommendations about the place of religion in
the state, dominance of religious rules
in social life and the proportion of religious lessons in education, which are
a very controversial issues from the beginning of the twentieth century.
