EMPLOYMENT POTENTIAL OF SOLAR ENERGY COOPERATIVES IN THE CONTEXT OF NEOLIBERAL ENERGY POLICIES

Abstract

In the 1980s, neoliberalism and privatization movements caused radical changes in every sector. The energy sector is one of the main sectors affected by privatization policies based on neoliberalism and is subject to multidimensional pressures, especially between climate change, economic crisis, and political tensions. Today, as fossil fuels are recognized as limited resources in energy production, interest in alternative energy sources has increased. Renewable energy sources are among these alternatives. While solar energy, one of the renewable energy sources, provides economic and environmental advantages, solar power plants operated through democratic participation within the scope of cooperatives bring important contributions to local development. Solar Energy Cooperatives, which combine these two structures, face various challenges within neoliberal energy policies. This study aims to investigate the effects of solar energy co-operatives on employment in the energy market where neoliberal policies are effective. To this end, the study analyses current literature, reports, and secondary data. The results of the study reveal that solar energy cooperatives have the potential to create employment at the local level, but that this potential is limited within neoliberal market conditions.

NEOLİBERAL ENERJİ POLİTİKALARI BAĞLAMINDA GÜNEŞ ENERJİSİ KOOPERATİFLERİNİN İSTİHDAM POTANSİYELİ

Abstract

1980’li yıllarda neoliberalizm ile özelleştirme hareketleri her sektörde köklü değişimlere neden olmuştur. Enerji sektörü ise neoliberalizme dayanan özelleştirme politikalarından etkilenen başlıca sektörlerden biri olmakla beraber özellikle iklim değişikliği, ekonomik kriz ve siyasi gerilimler arasında çok boyutlu baskılara konu olmaktadır. Günümüzde enerji üretiminde fosil yakıtların kısıtlı kaynaklar olarak anılması sonucunda alternatif enerji kaynaklarına ilgi artmıştır. Bu alternatiflerin başında yenilenebilir enerji kaynakları gelmektedir. Yenilenebilir enerji kaynaklarından güneş enerjisi, ekonomik ve çevresel avantajlar sağlarken; kooperatifler kapsamında demokratik katılım yoluyla işletilen güneş enerji santralleri (GES), yerel kalkınma açısından önemli katkıları beraberinde getirmektedir. Bu iki yapının birleştiği Güneş Enerjisi Kooperatifleri neoliberal enerji politikaları içerisinde çeşitli zorluklarla karşılaşmaktadır. Bu çalışma neoliberal politikaların etkili olduğu enerji piyasasında, güneş enerjisi kooperatiflerinin istihdama etkilerini araştırmayı amaçlamaktadır. Bu amaç doğrultusunda, güncel literatür, raporlar ve ikincil veriler üzerinden değerlendirmede bulunulmuştur. Çalışma sonuçları güneş enerjisi kooperatiflerinin yerel düzeyde istihdam yaratma potansiyeline sahip olduğunu, ancak bu potansiyelin neoliberal piyasa koşulları içerisinde sınırlı şekilde değerlendirildiğini ortaya koymaktadır.
