Akıllı Şehirlerin Tasarım ve Geliştirilmesinde Şehir Bilgi Modellemesinin (CIM) Rolü: Amsterdam Örneği

Abstract

Akıllı Şehirler, günümüzde kentsel gelişim ile ilgili en çok tartışılan konulardan biridir. Şehir
Bilgi Modellemesi (CIM) ise bu akıllı şehirlerde kamu hizmetlerinin ve vatandaşların yaşam
kalitesinin iyileştirilmesine katkıda bulunmaktadır. Araştırmada öncelikle kentsel strateji
anlamında “akıllı” bir şehrin oluşumunu niteleyen 6 temel özellik belirlenmiş ve bu özelliklerin
her biri CIM’in rolü dikkate alınarak tanımlanmıştır. Sonrasında Amsterdam kenti bu 6 temel
özellikten çıkarılan alt araştırma bağlamlarına göre inceleme altına alınarak çözümlenmiştir.
Kent üzerinden bağlamlara göre yapılan kentsel okumalar neticesinde önemli bir “akıllı
şehir” olduğu ileri sürülen Amsterdam kentindeki bu nitelik, bir inceleme metedolojisi ile
örneklem verisine dönüştürülmüştür. Bu sayede özellikle CIM tabanına dayanan bir akıllı şehrin
kurulmasında özgün bir referans çalışma ortaya çıkmıştır. Daha üst ölçekten bakıldığında
bu makale, CIM’in bir kentsel strateji olarak “Akıllı Şehir” tasarımına katkısını tanımlamayı
amaçlamaktadır.

The Role of City Information Modeling (CIM) in Design and Development of Smart Cities: The Case of Amsterdam

Abstract

Smart cities are one of the most discussed topics in urban development today. City information
modeling contributes to the improvement of public services and the quality of life of citizens
in these smart cities. In the research, first of all, six basic features that characterize the formation
of a “smart city” in terms of urban strategy were determined and each of these features was
defined by considering the role of city information modeling. Afterward, the city of Amsterdam
was analyzed according to the sub-research contexts derived from these six basic features. This
quality in the city of Amsterdam, which is claimed to be an important “smart city” as a result of
urban readings made according to the contexts over the city, has been transformed into sample
data with a research methodology. In this way, an original reference work has emerged, especially
in the establishment of a smart city based on city information modeling. Seen on a higher scale,
this article aims to describe city information modeling’s contribution to the design of the “smart
city” as an urban strategy.
