KIRGIZİSTAN’DA POLİTİK KONJONKTÜREL DALGALANMALARIN BÜTÇE AÇIĞINA ETKİSİ

Abstract

Refah düzeyini artırmak için ülkeler çeşitli politikaları kullansa bile, seçim dönemlerinde iktidardaki hükümet tekrar seçilebilmek amacıyla toplum refahına bakmaksızın, değişik konjonktürel dalgalanmalara sebep olabilen politikaları üretmektedir. Son zamanlarda Kırgızistan’da bütçe açığın giderek artmasını çok tartışılan konuların biri olmuştur. Çalışmanın amacı seçimlerin hangi düzeyde etkilemesini kanıtlamak ve seçimlerin bütçe açıkları üzerinde politik konjonktür dalgalanması oluşturduğunu belirlemektir. Çalışmada seçimlere ait veriler EKK yöntemi ile kullanılarak test edilmiştir. Analiz sonucuna göre faaliyette bulunan hükümetin davranışları seçim öncesi genişletici maliye politikalarını uygulayarak bütçe açıklarını yaklaşık yüzde iki oranında arttırmaktadır.

THE IMPACT OF POLITICAL BUSINESS CYCLE ON THE BUDGET DEFICIT OF THE KYRGYZSTAN

Abstract

Every government use a variety of policies to improve the welfare of the country, but the ruling government during the election period makes policies that could lead to different cyclical fluctuations in order to be re-elected. Recently the increasing budget deficit has been one of the most discussed topics in Kyrgyzstan. The purpose of this study is to explain the impact on elections on the budget deficit in the Kyrgyzstan. The data of this tudy were tested using the least squares method. According to the result of the analysis the ruling government pre-election behavior increases the budget deficit for about two percent by implementing expansionary fiscal policy.
