A Theoretical Study on Police Integrity and an Integrative Approach to the Problem of Police Deviance

Abstract

The main purpose of this study is to present a theoretical analysis of the police integrity approach against police deviance and to develop an integrated strategy of struggle against the problem of police deviance. While conducting theoretical analysis of police integrity; conceptual analysis of the phenomenon of integrity, historical process from police deviance to police integrity, approaches to the definition of police integrity, and individual, group and organizational meanings of police integrity are presented. While it is suggested that the police deviance problem should be solved with a holistic approach, the strategies to prevent the police deviance and maintaining police integrity, which are prominent in the world, are presented under a single roof. As a result, the study raises awareness on police integrity and suggests that not only strategies to prevent police deviance are sufficient, but strategies to enhance police integrity are necessary, therefore an integrated strategy should be developed against the problem of police deviance.

POLİS BÜTÜNLÜĞÜ ÜZERİNE TEORİK BİR İNCELEME VE POLİS SAPMASI SORUNUNA KARŞI BÜTÜNCÜL BİR YAKLAŞIM

Abstract

Bu çalışmanın temel amacı, polis sapmasına karşı polis bütünlüğü yaklaşımının teorik bir incelemesini sunmak ve polis sapması sorununa karşı bütüncül bir mücadele stratejisi geliştirilmesi gerektiğini ortaya koymaktır. Polis bütünlüğünün teorik incelemesi yapılırken; bütünlük olgusunun kavramsal analizi, polis sapmasından polis bütünlüğüne doğru tarihsel süreç, polis bütünlüğünün tanımlanmasına yönelik yaklaşımlar ve polis bütünlüğünün bireysel, grupsal ve örgütsel anlamları ortaya konulmuştur. Polis sapması sorununun bütüncül bir yaklaşımla çözülmesi gerektiği önerilirken, polis sapması sorununa karşı dünyada öne çıkan polis sapmasını önleme ve polis bütünlüğünü geliştirme stratejileri tek bir çatı altında birleştirilerek sunulmuştur. Sonuç olarak çalışma, polis bütünlüğü üzerine farkındalık yaratmakta ve polis sapması sorununa karşı, sadece polis sapmasını önlemeye yönelik stratejilerin yeterli olmadığını, polis bütünlüğünü geliştirmeye yönelik stratejilerin de gerekli olduğunu, bu nedenle polis sapması sorununa karşı bütüncül bir strateji geliştirilmesi gerektiğini ileri sürmektedir.
