Dijital Sağlık Hizmetlerinin Hastane İdarecileri Tarafından Değerlendirilmesi

Abstract

Araştırmanın amacı, kamu ve özel hastanelerde sağlık hizmetlerinin dijitalleşmesi, dijitalleşme düzeyi ve tele-tıp uygulamaları ile ilgili süreçleri değerlendirmektir. Araştırmanın amaçlarına hizmet etmek amacıyla nitel bir çalışma planlanmıştır. Kamu hastaneleri belirlenirken hastanelerin 6. ve 7. seviye sertifikasyonu dikkate alınmıştır. Dijitalleşme söz konusu olduğunda özel hastaneler HIMMS sertifikasyonunu dikkate almamaktadır. Araştırma yirmi hastanenin dijitalleşme süreç liderleri ile Zoom uygulaması üzerinden yarı- yapılandırılmış derinlemesine görüşme tekniği kullanılarak gerçekleştirilmiştir. Veri analizi için görüşmeler kayıt altına alınmış, deşifre edilmiş ve analiz edilmiştir. Seviye 6 sertifikasına sahip kamu hastaneleri için HIMMS seviye 7 sertifikasının alınması önemli bir hedeftir Ancak HIMMS sertifikasyonu özel sağlık kuruluşları için hedef olmamıştır. Dijital sağlık hizmetlerinin temel avantajları arasında maliyet tasarrufu, verimlilik, artan hasta güvenliği, daha az tıbbi hata ve hasta kayıtlarına hızlı erişim, dijital arşivleme ve kapalı döngü ilaç dağıtım sistemi bulunmaktadır. Dijital sağlık hizmetlerinin başta yoğun bakım üniteleri olmak üzere tüm birimler için çok değerli olduğu tespit edilmiştir. Kamu hastanelerinde tele-tıp kullanımı hastanın tıbbi sonuçlarının e-nabız'a aktarılması ile sınırlı kalsa da Covid-19 pandemisi döneminde özel hastanelerde tele-tıp uygulamaları hız kazanmıştır. Türkiye'de kamu hastanelerinde tele-tıp hizmetlerinin yaygın olarak kullanılması, hastaların sağlık profesyonelleri ile yüz yüze etkileşimi tercih etmesi ve altyapı yetersizliği nedeniyle biraz zaman alacağı tahmin edilirken, özel hastanelerde tele-tıp hizmetlerinin daha da yaygınlaşacağı görülmektedir. Sağlık hizmetlerinde dijitalleşme faydalarından dolayı hem özel hem de kamu hastanelerinde yaygınlaşmaya devam edecektir.

Evaluation of Digital Healthcare Services by Hospital Administrators

Abstract

The aim of the study is to evaluate the processes related to the digitalization of health services in public and private hospitals, the level of digitalization and tele-medicine applications. A qualitative study was planned to serve the purposes of the research. When determining public hospitals, the 6th and 7th level certification of hospitals was taken into account. When it comes to digitalization, private hospitals do not consider HIMMS certification. The research was carried out using a semi-structured in-depth interview technique with the digitalization process leaders of the hospital through the Zoom application. Interviews were recorded, deciphered and analyzed for data analysis. Obtaining HIMMS level 7 certification is an important goal for public hospitals with level 6 certification, but HIMMS certification has not been the goal for private healthcare organizations. Key benefits of digital healthcare include cost savings, efficiency, increased patient safety, fewer medical errors and quick access to patient records, digital archiving and a closed-loop drug delivery system. It has been determined that digital health services are very valuable for all units, especially intensive care units. Although the use of telemedicine in public hospitals is limited to the transfer of the patient's medical results to e-pulse, telemedicine applications have accelerated in private hospitals during the Covid-19 pandemic. It is expected that the widely use of telemedicine in public institutions due to the patients’ preference for face-to-face interaction with health professionals and the lack of infrastructure. However, telemedicine services will become more widespread in private hospitals. Digitalization in healthcare will continue to expand in both private and public hospitals due to its benefits.
