Çocuk istismarında asılsız bildirimler

Öz

Asılsız çocuk istismarı bildirimleri, çocuklar, suçlanan kişiler ve alanda çalışan uzmanlar için ciddi bir sorundur. Çocukların yüksek yararı ve çocukları korumak için “çocuklara inanma” ve “gerekli önlemleri alma” uzmanların en temel yaklaşımı iken istismar iddiasının asılsız olabileceği durumlar gözden kaçırılmamalıdır. Bu çalışma ile, çocuk istismarı alanında çalışan uzmanların dikkatlerini asılsız yapılan bildirimlere çekmek amaçlanmıştır. Bu amaçla, PubMed veri tabanında 1990-2022 yılları arasında yayınlanan makaleler gözden geçirilmiş, konuyla ilgili öne çıkan çalışmalara yer verilmiştir. Literatürde asılsız çocuk istismarı iddiaları ile ilgili genel kabul görmüş bir tanım ya da kategori oluşturmanın güç olduğu anlaşılmaktadır. Çocuklara ve ebeveynlere ilişkin farklı nedenlerle asılsız bildirimler yapılabilmektedir. Boşanma ve velayet düzenlemeleri sırasında asılsız bildirimlerin daha fazla ortaya çıktığı, çoğunlukla babaların cinsel istismar iddiasıyla suçlandığı görülmektedir. Gerçek istismar kadar asılsız istismar bildirimleri de çocukların fiziksel, ruhsal ve sosyal yaşamlarında olumsuz etkilere yol açmaktadır. Asılsız istismar iddialarının altında yatan nedenlerin anlaşılması için çocukların ve ebeveynlerin özellikleri, ruhsal sağlıkları, ilişkileri ve motivasyonları iyi değerlendirilmeli, her olgu multidisipliner bir yaklaşımla çok yönlü ele alınmalıdır.
