Abstract

Kamuda ve özel sektörde bilişim teknolojileri BT yatırımlarındaki artış, kurumsal iş süreçlerini BT’ye bağımlı hale getirmiştir. Buna karşın, kurumsal öncelikler ile BT öncelikleri arasındaki uyumsuzluk, BT kaynaklı risklerin anlaşılamaması, tamamlanamayan BT projeleri ve kaynak israfı gibi ciddi sorunlar, BT yönetişimine ilişkin tartışmaları ve ayrıca kavramın popülerliğini artırmıştır. Kurumsal yönetişimin ayrılmaz bir parçası olan BT yönetişimi, kendine has örgütsel yapı ve süreçler ile birlikte liderlik fonksiyonunu gerektirir. Bu çerçevede, başarılı bir BT yönetişimi için, en uygun ve yenilikçi BT stratejilerinin uygulanmasını mümkün kılacak bir organizasyon yapısının oluşturulması ve karar alma süreçlerine tüm paydaşların katılımının sağlanması büyük önem arz eder. Ayrıca, BT’nin, iş hedefleri ile örtüştürülmesi, harcamaların optimize edilmesi, değer sağlama, kaynak yönetimi ve BT hizmetlerinin izlenmesi, BT yönetişiminin üzerinde durduğu temel alanlardır

Abstract

Increase in the investments in information technologies IT in public and private sectors has escalated the dependency of the business processes upon IT. On the other hand, serious issues such as inconsistency between the business and IT priorities, inability to understand IT risks, uncompleted IT projects and the waste of resources has raised the discussions on IT governance and the popularity of the concept as well. IT governance as an inherent element of corporate governance requires particular organizational structure and processes together with leadership function. In this context, for successful IT governance, it is crucially important to establish an organizational structure that enables the implementation of the most appropriate and innovative IT strategies and to ensure the participation of all stakeholders in the decision-making processes. Furthermore, aligning IT with the business goals, optimizing costs, value delivery, resource management and monitoring IT services are main areas that IT governance addresses
