Kamu Alımlarında Yolsuzluğun Önlenmesinde Blokzincir Teknolojisi

Abstract

Kamu alımları, kamu harcamaları içerisindeki payı ve toplumun refahı üzerindeki etkisi gibi sebeplerle öne çıkan konulardan biridir. Kamu alım ya da tedarik süreçlerinin sağlıklı bir şekilde işleyememesine neden olan yolsuzluk hem gelişmiş hem de diğer ekonomiler açısından çeşitli şekillerde engellenmeye çalışılmaktadır. Blokzincir, bir dağıtık defter türüdür ve kayıt tutmada temel bir değişimi ifade etmektedir. Blokzincir teknolojisinin adem-i merkeziyetçi yapısı, kalıcılık, izlenebilirlik ve denetlenebilirlik gibi özellikleri bu teknolojinin kamu alım süreçlerine uygulanabilirliği konusunda çalışmaların artmasına neden olmaktadır. Halen gelişen bir teknoloji olmakla birlikte, uygulamalar blokzincirin kamu alımlarında yolsuzluğu önleme de büyük bir potansiyel taşıdığını göstermektedir. Bu çerçevede çalışmada, bu teknolojinin kamu alımlarındaki yolsuzlukların azaltmadaki potansiyeli uygulama ve literatür temelinde incelenmekte, çalışmanın literatüre katkı sağlanması ve sonraki çalışmalar için teorik bir çerçeve oluşturması amaçlanmaktadır.
