Bilgi ve iletişim teknolojilerindeki (BİT) gelişimler, özellikle internet, bütün insan faaliyetlerini olduğu gibi siyaseti de etkilemektedir. Bu etki, siyaset adına akla gelen her sahada dönüştürücü düzeyde gözlenmektedir. Siyasette yaşanan dönüşüm, devletin, örgütlerin ve bireylerin dijitalleşmesi kavramları çerçevesinde incelenmektedir. Demokrasinin anahtar terimlerinden birisi olan katılımın siyasetin dijitalleşmesinden nasıl etkilediği ele alınmaktadır. BİT sayesinde siyasal katılım yeni yolları ortaya çıkmıştır. Literatür incelemesi ve siyasal sürecin gözlenmesi ile elde edilen bulgular çerçevesinde; dijital çağda siyasal katılımın biçimleri ve araçları tasnif edilmektedir. Bu kapsamda, bilginin dolaşımı, şeffaflık ve kamu yönetiminin sivil denetimi, geri bildirim, siyasal müzakere, örgütlenme, örgüt içi çalışmalar, propaganda, siyasal eylem ve seçimler gibi katılım örneklerinde BİT etkisi incelenmektedir. Bu incelemelerin sonunda, temsili demokrasinin doğrudan demokrasiye dönüşmesi ihtimali tartışılmıştır. İnternet ve özellikle sosyal medya aracılığıyla siyasete ilginin yükselmesi, demokrasinin gelişimine katkıları açısından değerlendirilmektedir.
Developments on Information and Communication Technologies (ICT), especially on the internet, have been influencing all human activities including politics. This influence is observed on every single field considered in politics at transformative level. The transformation experienced in politics is analyzed within the framework of the following concepts: digitalization of state, organization, and individual. How participation, one of the key terms in democracy, is affected from digitalization of politics is addressed. Thanks to ICT, new ways of political participation are come into view. In the framework of findings through literature review and observation of political process, forms and means of political participation are classified in the digital age. Within this scope, ICT influence is analyzed in participation samples, such as, circulation of information, transparency, civilian oversight of public administration, feedback, political negotiation, organization, intra-organizational exercises, propaganda, political action, and elections. At the end of these analyzes, the possibility of the transformation from representative democracy to direct democracy is addressed. The increase in interest through the internet and especially via social media is analyzed in terms of the contributions to the development of democracy.
