Yeni Yoksulluk ve Hükümlülük: Dışlanma Halinin Çoklu Görünümleri ve Toplumsal İçermenin İmkanları Üzerine

Abstract

Yeni yoksulluk olgusu, dışlanmanın çok boyutlu ve her boyutta kendini yeniden üreten içeriği ile giderek derin bir biçim alan, kalıcı ve süreklilik gösteren bir nitelik kazanmaktadır. Yeni yoksulluk ve sosyal dışlanma, birbiriyle iç içe geçmiş bir süreçsel durumun ifadesi olarak, birbirlerini etkileyen ve tamamlayan olgulardır. Bu çalışmada yeni yoksulluk olgusu; yoksulluğun, yoksunluğun ve dışlanmanın yapısal kaynaklarını ve unsurlarını da öne çıkaran sosyal dışlanma yaklaşımıyla ilişkisel bir bağlamda tartışılmaktadır. Sosyal dışlanma yaklaşımı bağlamında, bireyi suça yönelten, suçu ve sapkın eylemi besleyen toplumsal ve sosyo-ekonomik yapısal unsurlara dikkat çekilmektedir. Yaşanan sosyo-ekonomik sürecin bir sonucu olarak gittikçe yoğunlaşan, derinleşen, yaygınlaşan ve kalıcı bir nitelik kazanan yoksulluk, yoksullar açısından; dışlanma, damgalanma ve marjinalleşme gibi sonuçlar üretmektedir. Sözü edilen sonuçları yaşantılarında deneyimleyen kesimlerden biri de hükümlülerdir. Bu nedenle bu çalışmada, yoksulluğun yeni durumu ile dışlanma, damgalanma ve marjinalleşme süreci arasındaki bağlantılar hükümlülük ekseninde ilişkilendirilerek çözümlenmektedir. Dezavantajlı olmanın çoklu, derinleşmiş ve yoğunlaşmış hali olarak hükümlülük; yoksulluk ve dışlanma olgularının beslendiği yapısal zemini, bu zeminle etkileşiminden dolayı suçla bağlantılı hale gelen bireylerin ve grupların özgül konumunu ve bu konumun, yoksulluk ve dışlanma sürecini yeniden üreten yapısal bir unsura nasıl dönüştüğünü kavramaya imkân tanımaktadır. Bununla birlikte, söz konusu hükümlülük olgusu, Türkiye’de yoksulluğun aldığı yeni niteliklerle giderek belirginleşmeye başlayan, yeni yoksullar ile potansiyel sınıfaltı arasındaki bağlantıya dikkat çekmemize de imkân vermektedir. Hükümlülük; yoksulluk, dışlanma ve damgalanma olgularının birbirleriyle olan karşılıklı ilişkisi içinde birçok unsuru barındıran, çok yönlü dışlanma ve yoksunlukları yeniden üreten bir unsur olarak belirmektedir.

New Poverty and Conviction: On Multiple Cases of Exclusion and Possibilities of Social Inclusion

Abstract

The phenomenon of new poverty becomes persistent and continuous with social exclusion which has a multidimensional and reproducing content in all cases. New poverty and social exclusion are interactive and mutually complementary notions as an expression of interwoven procedural situation. In this study, new poverty is discussed in a relational context with the social exclusion approach which emphasizes the structural sources and components of poverty and deprivation. The social and socio-economic structural elements that lead the individual to crime and feed crime and deviant action in the context of social exclusion are underlined. As a consequence of socio-economic process, poverty has become intensive, deepened, prevalent and permanent and brings forth exclusion, stigma, and marginalization for the poor. One of the groups who experience those outcomes is the convict. Hence, the relations between new poverty and the process of exclusion, stigmatization and marginalization are analyzed within the context of conviction. Conviction as a multiple and rigid concentrated form of disadvantageousness allows us to understand the structural ground on which multidimensional intertwined deprivations and exclusions are developed, the specific position of individuals/groups being restructured by connecting to crime due to their interaction with this ground, and how this position is transformed into an element that includes the process of poverty and exclusion. In addition to this, the aforementioned cases of conviction make it possible to draw our attention to the link between the ‘new poor’ beginning to be increasingly obvious with new dimensions that poverty in Turkey has taken and ‘potential underclass.’ Conviction appears as a factor that reproduces multi-faceted exclusion and deprivation in the mutual relationship between the phenomena of “poverty,” “exclusion” and “stigmatization.”.
