Türkiye’ye Yönelik Mülteci Akınları ve Tarımsal İşgücündeki Rolü: Çiftçi İşveren–Göçmen İşçi İlişkilerinden Kanıtlar

Abstract

Bu çalışma, literatürde nadiren rastlanan bütüncül bir bakış açısı sunarak, mülteci işçiler ve çiftçi işverenleri eş zamanlı olarak incelemek suretiyle mülteci emeğinin Isparta tarım sektörüne entegrasyonunu araştırmaktadır. Küresel ve ulusal düzeyde mültecilerin tarımsal işgücü piyasalarındaki rolüne ilişkin araştırmaların sınırlı olmasına rağmen, bu çalışma saha verilerine dayalı bulgularıyla bu boşluğun doldurulmasına katkı sağlamaktadır. 50 mülteci işçi ve 50 çiftçi işverenle gerçekleştirilen anketler, mültecilerin büyük çoğunluğunun genç, düşük eğitim düzeyine sahip ve sosyal güvence olmaksızın kayıt dışı çalıştığını ortaya koymaktadır. Mülteciler genel olarak ücretlerden ve işveren tutumlarından memnuniyet ifade etmekle birlikte, uzun çalışma saatleri, iletişim engelleri ve yetersiz iş sağlığı ve güvenliği önemli sorunlar olarak öne çıkmaktadır. İşverenler ise mültecileri çoğunlukla maliyet avantajından ziyade işgücü yetersizliği nedeniyle istihdam etmektedir; bu durum mülteci emeğinin tarımsal üretimin sürdürülebilirliği açısından vazgeçilmez hâle geldiğini göstermektedir. Bulgular, hem mülteci işçileri hem de işverenleri kapsayan kayıtlı istihdamın güçlendirilmesi, sosyal koruma politikalarının geliştirilmesi ve eğitim programlarının yaygınlaştırılması gerekliliğine işaret etmektedir. Yasal düzenlemelerin desteklenmesi ve çalışma koşullarının iyileştirilmesi, sürdürülebilir bir tarımsal işgücü piyasasının oluşturulması ve gelecekteki işgücü açıklarının önlenmesi açısından kritik adımlar olarak değerlendirilmektedir.

The Role of Refugee Inflows in Agricultural Labor: Evidence from Farm Employer-Migrant Worker Relations in Isparta Province of Türkiye

Abstract

This study investigates the integration of refugee labor into Isparta’s agricultural sector by examining refugee workers and farm employers simultaneously, offering a comprehensive perspective rarely found in literature. Although global and national research on refugee involvement in agricultural labor markets remains limited, this study contributes to filling this gap through survey-based evidence. Surveys with 50 refugee workers and 50 farm employers reveal that most refugees are young, have low educational levels, and work informally without social security. Refugees generally express satisfaction with wages and employer attitudes, yet long working hours, communication barriers, and limited occupational safety remain significant challenges. Employers primarily hire refugees due to labor shortages rather than cost advantages, indicating that refugee labor has become essential for sustaining agricultural production. The findings highlight the need for strengthening formalization, social protection policies, and training programs that involve both refugee workers and employers. Supporting legal regulations and improving working conditions are crucial steps in establishing a sustainable agricultural labor market and preventing future labor shortages.
