China's Increasing Role In The East Mediterranean

Abstract

Today, China, which is an economic power between the East and the West, is leading to changes in the globalization of our age and the positioning of global playmakers with the One Belt One Road project announced by President Xi Jinping in 2013. The project mainly aims to alleviate the negative aspects of traditional globalization by deepening win-win policies in the age of globalization.
The project acts as a corridor through which commercial and cultural exchange between East and West is provided in line with various infrastructure activity chains and investments. In line with this background, the rise of China as an economic actor in the axis of the Belt and Road project and its developing partnership relationship with the EU lead to significant changes in international relations. This situation is particularly striking in the Mediterranean region. In addition, China, which has an economic presence in the Eastern Mediterranean countries, causes changes in regional competition and has a significant impact on traditional trade routes. This study focuses on the question of how it is related to the geopolitical developments in the region, while examining the interests and activities in the Eastern Mediterranean through the Belt and Road project, which is described as China's great foreign policy strategy.
The focus of this study prepared according to a qualitative research method is; Within the scope of the Belt and Road project, the possible effects of the win-win mechanisms created with the states of the region on the Eastern Mediterranean. In the study, firstly, the main lines of the Belt and Road project were explained, and the collaborations established with the partner states and the infrastructure works made as a result of these collaborations were mentioned. Finally, the reflections of the collaborations established with the states of the region in the Eastern Mediterranean have been given.

ÇİN'İN DOĞU AKDENİZ'DEKİ ARTAN ROLÜ

Abstract

Günümüzde Doğu ve Batı arasında ekonomik bir güç olarak karşımıza çıkan Çin, 2013 yılında devlet başkanı Xi Jinping tarafından duyurulan Tek Yol Tek Kuşak projesi ile çağımız küreselleşmesinde ve küresel oyun kurucuların konumlanmalarında değişikliklere yol açmaktadır. Proje, esas itibariyle küreselleşme çağında, kazan-kazan politikalarını derinleştirerek, geleneksel küreselleşmenin olumsuz yanlarını da hafifletmeyi amaçlamaktadır.
Proje, çeşitli altyapı faaliyet zincirleri ve yatırımlar doğrultusunda Doğu ile Batı arasındaki ticari ve kültürel alışverişin sağlandığı bir koridor görevi görmektedir. Bu arka plan doğrultusunda, Kuşak Yol projesi ekseninde Çin’in ekonomik bir aktör olarak yükselişi ve AB ile gelişen ortaklık ilişkisi, uluslararası ilişkilerde önemli değişikliklere yol açmaktadır. Bu durum özellikle Akdeniz bölgesinde dikkat çekici bir boyutta seyir etmektedir. Ayrıca Doğu Akdeniz ülkelerinde ekonomik olarak varlık gösteren Çin, bölgesel rekabette değişimlere yol açmakta ve geleneksel ticaret yolları üzerinde de önemli bir etki yaratmaktadır. Bu çalışma, Çin’in büyük dış politika stratejisi olarak nitelendirilen Kuşak Yol projesi vasıtasıyla Doğu Akdeniz’deki ilgi alanlarını ve faaliyetlerini irdelerken, bölgedeki jeopolitik gelişmelerle nasıl ilişkili olduğu sorusu üzerinde durmaktadır.
Nitel bir araştırma yöntemine göre hazırlanan bu çalışmanın odak noktası; Kuşak Yol projesi kapsamında bölge devletleri ile oluşturulan kazan-kazan mekanizmalarının Doğu Akdeniz'e olan olası etkileri olarak belirlenmiştir. Çalışmada öncelikle Kuşak Yol projesinin ana hatları açıklanarak, partner devletlerle kurulan işbirliklerine ve bu işbirlikleri neticesinde yapılan altyapı çalışmalarına değinilmiştir. Son olarak bölge devletleri ile kurulan işbirliklerinin Doğu Akdeniz’deki yansımalarına yer verilmiştir.
