A CRITIC Based Multi-MOORA Analysis of Decent Work and Economic Growth: The Case of EU Countries

Abstract

This study aims to evaluate the performance of European Union countries and Turkey within the scope of the eighth Sustainable Development Goal (SDG 8), “Decent Work and Economic Growth”. Various indicators defined under the goal of decent work and economic growth have been considered. The CRITIC (Criteria Importance Through Intercriteria Correlation) method was used to determine the relative importance levels of the indicators, while the Multi-MOORA (Multi-Objective Optimization on the basis of a Ratio Analysis plus the full MULTIplicative form) method was applied to rank the countries based on their performance concerning these indicators. The findings indicate that “the annual growth rate of real GDP per employed person” is the most important indicator, and Bulgaria and Croatia have made progress in meeting the SDG 8 target. İn the study, the findings reveal the current status of European Union countries and Turkey regarding this goal and analyze their strengths and weaknesses based on the indicators. The study aims to provide concrete recommendations to policymakers for the development of sustainable development policies. Moreover, the objective results obtained through the combination of CRITIC and Multi-MOORA methods underscore the application potential of multi-criteria decision-making techniques in social and economic analyses.

Abstract

Bu çalışma, Sürdürülebilir Kalkınma Hedefleri (SKH) arasında yer alan sekizinci hedef (SKH 8), yani “İnsana Yakışır İş ve Ekonomik Büyüme” kapsamında Avrupa Birliği ülkeleri ve Türkiye’nin performansını değerlendirmeyi amaçlamaktadır. Çalışmada, “İnsana Yakışır İş ve Ekonomik Büyüme” hedefi altında tanımlanan çeşitli göstergeler dikkate alınmıştır. Göstergelerin göreceli önem düzeylerini belirlemek için CRITIC (Criteria Importance Through Intercriteria Correlation) yöntemi kullanılmış, ülkelerin bu göstergeler çerçevesindeki performanslarını sıralamak için ise Multi-MOORA (Multi-Objective Optimization on the basis of a Ratio Analysis plus the full MULTIplicative form) yöntemi uygulanmıştır. Elde edilen bulgular “Çalışan kişi başına reel GSYİH'nın yıllık büyüme hızı”nın en önemli gösterge olduğunu, Bulgaristan ve Hırvatistan’ın SKH 8 hedefini karşılamada yol katettiklerini göstermektedir. Çalışma, söz konusu hedef doğrultusunda Avrupa Birliği ülkeleri ile Türkiye’nin mevcut durumunu ortaya koymakta ve göstergeler bazında güçlü ve zayıf yönlerini analiz etmektedir. Çalışma, karar vericilere sürdürülebilir kalkınma politikalarının geliştirilmesinde yol gösterecek somut öneriler sunmayı amaçlamaktadır. Ayrıca, CRITIC ve Multi-MOORA yöntemlerinin birleşimiyle elde edilen objektif sonuçlar, çok kriterli karar verme tekniklerinin sosyal ve ekonomik analizlerdeki uygulama potansiyelini vurgulamaktadır.
