Abstract

Osmanlı Devleti’ne özgü bir kurum olan Kapı Kethüdalığı, İstanbul’da sürekli işleri olan taşradakiüst rütbeli devlet memurlarının, taşra halkının ve ülke dışından gelenlerin merkez bürokrasisindeişlem görmekte olan evrakının takip edilmesi ve bu kişilerle merkezdekilerin iletişimiçinde olması için kurulmuş bir müessesedir. Bu nedenden ötürü devlet teşkilatının birçokalanında (mülkî, askerî, malî, adlî, dinî ve dış işleri alanları) kapı kethüdaları karşımıza çıkmaktadır.Bu makalede kapı kethüdalığı kavramı ve bu kurumun devlet teşkilatında görüldüğüyerler, Tanzimat devrinde, temel esaslar çerçevesinde incelenmiştir

The Fundamental Principles About The Kapi Kethudaligi Institution In The Tanzimat Period

Abstract

Kapi Kethudaligi is an institution specific to the Ottoman Empire and it is an institution that was established to undertake the job of dealing with the paper work of provincial senior officials, ordinary citizens and those who came from abroad who had constant work to be done in Istanbul by the central organization and ensure contact between these people and those in the centre. Therefore, we encounter Kapi Kethudas in various levels of the state organization (administrative, military, financial, judicial, religious and foreign affairs). This paper investigates the concept of Kapi Kethuda and where we meet this institution within the state organization during the Tanzimat Period within the framework of fundamental principles.
