Guide For Referee

Selçuk University Journal of Studies in Turcology strives to keep its tradition of publishing only original research papers and high quality articles. Hence it is very important for us to get invaluable contributions that are provided by qualified referees in their field of research.

Selecting Referees
Referees will have at least a Ph.D. and will be knowledgeable about the papers submitted for the journal. Referees should not be assigned to a paper if the referee is based at the same institution as any of the co-authors. We ensure that referees and co-authors are not from the same institution. Peer review process is critical when selecting referees. We obtain the information about the referees based at the Turkish Univesities from YÖK (the council of higher education in Türkiye) official website. If the referee is selected from abroad, we get information from Publons, a worldwide platform for scientists of all disciplines.

General duties and responsibilities of referees
The review of academic papers by "Blind Reviewing" directly affects the quality of the publication. Our journal maintains a double-blind peer review model. The blind peer review model has been carried out based on the principles for peer review. Referees do not contact the authors directly, and the reviews and comments are sent through the journal management system. In this procedure, the editor forwards the article review forms and referee feedback on the full texts to the author(s). Referees for our journal (Selçuk University Journal of Studies in Turcology) are expected to hold the following responsibilities:
The review should be evaluated objectively only focusing on the scope of the research. Discrimination on the basis of religious beliefs, gender apartheid, race discrimination political beliefs, and business concerns should not be permitted.
With the principle of confidentiality after the review process, the referees should not disclose information to anyone. Referees should under no circumstance directly contact the authors at any stage of the peer review process. Referees are not allowed to use author's manuscript in their researches without permission from the author.
If there is a conflict of interest between the referees and authors, the referees should immediately contact the Editor-in-Chief and refuse to take part in the review process.
During the review process, the referees should be meticulous on the breaches of research and publication ethics. If they find out an ethical violations on the paper, they should inform it to the Editor-in-Chief.
Reviews should contribute to article development and help editors make decisions.
Referees only accept an invitation if they are competent to review the article. Every referee is expected to perform manuscript evaluation in a timely. Otherwise they should decline review invitations immediately.
Referees should refrain from suggesting citations that creates conflict of interest. If a referee suggest some references, they should substantially contribute the papers.
Evaluate with constructive and kind words. Referees should refrain from derogatory comments that includes hostility, libel and slander.

Review Process
Referee evaluation process is generally based on originality of a paper, methodology, compliance with ethical standards, regular presentation of findings and outcomes and reviewing as a part of literature. The review process should be depent on the following points:
1. Introduction and literature: The review report includes an opinion about the presentation and objectives of the problem stated in the manuscript, importance of the topic, the scope of the literature and it both check whether the paper is original or not and it covers the current themes or not.
2. Method: The Method covers the following ideas related with evaluation report, appropriateness of methodological choices using in the manuscripts, research group characteristics and their selection process, validity and reliability in studies, data collection and analysis phase.
3. Findings: The Finding covers the following ideas related with evaluation report, presentation of the deductions obtained in the framework of the methodology, consistency between the objectives of the research and the findings obtained, providing the visual elements such as table, figure and pictures that are required, conceptual evaluation of the tests using in the study.
4. Evaluation and Discussion: This part includes the evaluation report, discussion based on the findings, discussion of the theme in light of the conclusions, the appropriate use of research questions and hypotheses, generalizability and applicability.
5. Conclusion and recommendations: This section requires the evaluation report, contribution to literature,recommendations concerning future studies and applications in this field.
6. Writing Style and expression: This part contains the evaluation report, whether the title covers the content and purpose of your research paper, use of Turkish language based on the Turkish grammar rules, submissions according to APA 6 Reference Format and its relevance to full text.
7. General Evaluation: This part involves the evaluation report, originality of papers as a whole, contribution to literature and applications performed in the field.

Guide for Editor

Selecting Editors
Editor in chief and section editors are required to have a Phd in the specific subject. Editors are chosen among the academicians who have academic papers. The position of Assistant Editor requires a master’s degree.

General duties and responsibilities of Editors
The Editorial Board in Selçuk University Journal of Studies in Turcology adhere to the instructions in the COPE Code of Conduct and Best Practice Guidelines for Journal Editors" and "COPE Best Practice Guidelines for Journal Editors” published by Committee on Publication Ethics (COPE).

1. General duties and responsibilities of Editors
Editors should adhere to the following duties and responsibilities as they are responsible for all submissions sending to the journal.
They make an effort to satisfy readers' and authors' informational needs.
They contribute to the development and good management of the journal constantly
They carry out the procedures necessary for the journal to publish high-quality studies.
They support intellectual freedom.
They manage editorial procedures within the scope of the impartiality concept.
They should protect the intellectual property rights for all published articles and they should not compromise on ethical principles.
The editorial policies of the journal should encourage transparency and clarity when the revisions are required

2. Relations with the reader
The knowledge, skills and experiences that all readers and researchers are expected to have need to be considered by editors when they make their decisions.Editors should base their decisions solely on the papers' originality that contribute both readers and researches. The feedback from readers and researchers must also be taken into account by the editors and editors should give informative and explanative feedback to the readers and researchers

3. Relations with the author
Editors’ decisions to accept or reject a paper for publication should be based on paper’s importance, originality and clarity,and the study’s validity and its relevance to the remit of the journal.
Editors should not reverse decisions to accept submissions unless serious problems are identified with the submission.
Editors shouldn't disregard the referees' constructive suggestions unless serious problems are identified with the submission.
New editors should not overturn decisions to publish submissions made by the previos editors unless serious problems are identified
A description of peer review processes and publishing process should be published and editors should be ready to justify any important deviation from the described processes.
Editors should publish an "Author's Guidelines " that includes every subject expected from them by the authors in detail. This Guideline should be to updated these guidelines periodically.
Authors should be notified and contacted back in a clear and informative manner.

4. Relations with referees
The duties and responsibilities of the editors towards the referees are stated below.
They should determine the referees in accordance with the subject of the study.
The information and guidance that the referees will need during the evaluation phase should be provided.
They have to consider whether there is a conflict of interest between the authors and the referees.
They must keep the identity information of the referees confidential in accordance with the principle of blind reviewing.
They should encourage referees to evaluate the study in an impartial, scientific and objective language.
They should evaluate the referees with criteria such as punctuality and performance.
They should determine practices and policies that increase the performance of the referees.
They should take the necessary steps to update the referee pool dynamically.
They should prevent abusive and unscientific evaluations.
They should take steps to ensure that the pool of referees consists of a wide range.

5. Relations with the editorial board
Editors should ensure that all editorial board members advance the processes in accordance with editorial policies and guidelines. They should inform the members of the editorial board about the editorial policies and keep them informed of developments. They should develop the new editorial board members about editorial policies and provide the necessary information.
In addition, the editors;
They should ensure that the editorial board members evaluate the works impartially and independently.
They should determine the new editorial board members from people who can contribute and have the appropriate qualifications.
They should send the studies appropriate to the field of expertise of the editorial board members for evaluation.
They should be in regular interaction with the editorial board.
They should organize meetings with the editorial board on certain dates for the development of editorial policies and the journal.

6. Conflicts of interest
Editors; considering the conflicts of interest between the author(s), referees and other editors, they should guarantee that the publication process of the studies is completed independently and impartially. Editor; should not interfere with the processes of articles written by himself, family members or another person with whom he has relationship based on self-interest and should not take part in decisions about the article.

7. Publication Decision
The editor-in-chief is responsible for the decisions regarding the acceptance or rejection of the articles in line with the referee reports. The editor-in-chief must comply with the policies determined by the editorial board in these decisions.

8. Journal Citation Request
The editor should not request citations in order to increase the impact factor and visibility of his own journal or another journal. If he is going to request a citation, he should only observe the scientific principles.

9. Investigation of Claims
The editor who identifies strong evidence of ethical violations in an article should contact the editorial board and the publisher to ensure that the article in question is corrected or retracted.

10.Quality assurance
Editors; are responsible for the publication of each article published in the journal in accordance with the journal publication policies and international standards.

11. Protection of personal data
Editors; are obliged to ensure the protection of personal data related to the participants or visuals in the evaluated studies. They are responsible for refusing to work unless the express consent of the participants used in the studies is documented. In addition, editors; is responsible for protecting the individual data of authors, referees and readers.

12. Precaution against possible misconduct and abuse
Editors are obliged to take precautions against possible abuse and misconduct. It is among the responsibilities of the editor to share the relevant findings, as well as to conduct a rigorous and objective investigation regarding the identification and evaluation of complaints regarding this situation.

13. Ensuring the integrity of academic publication
Editors should ensure that judgments containing errors, inconsistencies or misdirection in studies are immediately corrected.

14. Protection of intellectual property rights
Editors are obliged to protect the intellectual property rights of all published articles and to defend the rights of the journal and the author (s) in case of possible violations. In addition, editors are obliged to take the necessary measures to ensure that the contents of all published articles do not violate the intellectual property rights of other publications.

15. Constructiveness and openness to criticism
Editors;
They should take into account the persuasive criticisms of the works published in the journal and should take a constructive attitude towards these criticisms.
They should give the author(s) of the criticized work the right to reply.
They should not ignore or exclude studies with negative results.

16. Political and commercial concerns
Editors should not be influenced by the journal owner, publisher and any other political and commercial factors in their independent decision-making processes.
