Milli Eğitim Bakanlığı Tarafından Kullanılan Elektronik Belge Yönetim Sistemi’ne Yönelik Bir Hizmet İçi Eğitim Programının Kirkpatrick Modeli ile Değerlendirilmesi

Abstract

Amaç: Bu çalışmanın amacı, Millî Eğitim Bakanlığı (MEB) tarafından 2024 yılından itibaren kullanılmaya başlanan Elektronik Belge Yönetim Sistemi (EBYS)’ne yönelik düzenlenen hizmet içi eğitim programlarının etkinliğini, Kirkpatrick Eğitim Değerlendirme Modeli çerçevesinde incelemektir.

Yöntem: Araştırmada doküman incelemesi yöntemi benimsenmiştir. Tüm veriler, kurumsal raporlar ve dokümanlardan elde edilmiştir. Kirkpatrick modelinin dört aşaması doğrultusunda analizler gerçekleştirilmiştir.

Bulgular: Tepki aşamasında, katılımcıların eğitimden memnuniyet düzeyleri incelenmiş ve genel olarak olumlu geri bildirimler alınmıştır. Öğrenme aşamasında, eğitim öncesi ve sonrası bilgi düzeyini ölçen testler değerlendirilmiş, katılımcıların bilgi seviyelerinde artış gözlemlenmiştir. Davranış aşamasında, katılımcıların öğrendikleri bilgi ve becerileri iş ortamına transfer edebilme durumları incelenmiş, yeni sistemin kullanımında belirgin bir artış tespit edilmiştir. Sonuç aşamasında, eğitim sonrası uygulamalara yönelik eğilimler analiz edilmiş ve EBYS sistemine uyum sağlandığı görülmüştür.

Sonuç: Kirkpatrick Eğitim Değerlendirme Modeli’nin, Millî Eğitim Bakanlığı tarafından düzenlenen hizmet içi eğitim programlarının etkinlik analizinde başarılı bir şekilde uygulanabileceği sonucuna ulaşılmıştır. Eğitim süreci, katılımcıların bilgi düzeylerini artırmış ve yeni yazışma sistemine adaptasyonlarını kolaylaştırmıştır.

Özgünlük: Bu çalışma, MEB tarafından 2024 yılında kullanılmaya başlanan EBYS’nin hizmet içi eğitim etkinliğini Kirkpatrick modeli çerçevesinde değerlendiren ilk çalışmalardan biridir. Elde edilen bulgular, benzer kurumsal eğitimlerin değerlendirilmesi için de yol gösterici olabilir.

Evaluation of an In-Service Training Programme for the Electronic Records Management System Used by the Ministry of National Education Using the Kirkpatrick Model

Abstract

Purpose: This study aims to evaluate the effectiveness of the in-service training programs organized for the Electronic Records Management System (ERMS), which has been implemented by the Turkish Ministry of National Education (MoNE) since 2024, within the framework of the Kirkpatrick Training Evaluation Model.

Method: The study was conducted using the document analysis method. All data were obtained from institutional reports and documents. Analyses were carried out in accordance with the four levels of the Kirkpatrick model.

Findings: At the reaction level, participants’ satisfaction with the training was examined, and overall, positive feedback was received. At the learning level, tests assessing pre- and post-training knowledge levels were analyzed, revealing an increase in participants’ knowledge. At the behavior level, the transfer of acquired knowledge and skills to the work environment was evaluated, and a significant increase in the use of the new system was identified. At the results level, post-training implementation trends were analyzed, and it was found that participants had adapted to the ERMS.

Implications: It was concluded that the Kirkpatrick Training Evaluation Model can be effectively applied in evaluating in-service training programs organized by the Ministry of National Education. The training process enhanced participants’ knowledge and facilitated their adaptation to the new records management system.

Originality: This study is one of the first to evaluate the effectiveness of the in-service training for the ERMS, which was launched by MoNE in 2024, within the framework of the Kirkpatrick model. The findings obtained may serve as a guide for evaluating similar institutional training programs.
