Kütüphane ve Bilgi Hizmetleri ile Küreselleşme: Kütüphane ve Bilgi Hizmetlerine Yönelik Oluşturulmuş Küresel Kuruluşlar

Abstract

Amaç: Çalışmanın amacı, küreselleşmenin kütüphane ve bilgi hizmetleri (KBH) alanında meydana getirdiği dönüşümleri incelemek ve bu süreçte uluslararası düzeyde faaliyet gösteren kuruluşların KBH’ye yönelik katkılarını, politikalarını, hedeflerini, odak noktalarını ve uygulamalarını değerlendirmektir.

Yöntem: Bu çalışma, küreselleşmenin KBH üzerindeki etkilerini ve bu alanda küresel düzeyde faaliyet gösteren kuruluşların rollerini incelemektedir. Bu doğrultuda araştırmada nitel yöntem benimsenmiş, veri toplama aracı olarak belgesel tarama tekniği kullanılmıştır.

Bulgular: Küreselleşme, KBH alanında dijital dönüşümü hızlandırarak bilgiye erişimi kolaylaştırmış, bilgi paylaşımının küresel ölçekte yaygınlaşmasına, uluslararası iş birliklerinin ve ortak çalışmaların artmasına zemin hazırlamıştır. Küreselleşmenin temel boyutlarından biri olan bilgi ve iletişim teknolojilerindeki (BİT) gelişmeler, uluslararası ekonomik bütünleşme ve kültürel etkileşimle birleşerek, kütüphaneleri bilgi toplumunun temel aktörlerinden biri haline getirmiştir. KBH alanında faaliyet gösteren uluslararası kuruluşların sürdürülebilir bilgi politikalarının geliştirilmesine katkı sağladığı, KBH’ye yönelik uluslararası iş birliklerini destekledikleri, bilgiye eşit erişimi artırmaya yönelik çalışmalarıyla bireysel ve toplumsal gelişime önemli katkılar sundukları belirlenmiştir.

Sonuç: Küreselleşmenin temel unsurları arasında yer alan BİT, kütüphanelerin işleyişinde ve KBH’nin sunumunda köklü dönüşümlere neden olmuştur. Bu teknolojilerin yaygın kullanımı, bilgi hizmetlerinin uluslararası boyut kazanmasını sağlamıştır. Bu bağlamda, kütüphanelerin küresel düzeyde faaliyet gösteren kuruluşlarla iş birliği içinde sürdürülebilir bilgi politikaları geliştirmeleri, bilgiye erişimi artırmaya yönelik stratejiler oluşturmaları, bilgi hizmetleri ve kaynak paylaşımı ile mesleki deneyim aktarımı alanlarında ortak yaklaşımlar benimsemeleri önemli bir gereklilik olarak ortaya çıkmaktadır.

Özgünlük: Bu çalışma, küreselleşmenin KBH alanına etkilerini ele almakla birlikte, küresel ölçekte faaliyet gösteren kuruluşların KBH’ye sağladıkları katkıları inceleyerek özgün bir yaklaşım sunmaktadır. Literatürde küreselleşme ile KBH arasındaki ilişkiyi konu alan çeşitli çalışmalar bulunmakla birlikte, bu çalışma söz konusu kuruluşların yürüttükleri etkinlikler bağlamında KBH’nin dönüşüm sürecindeki rollerine odaklanarak farklılaşmaktadır.

Library and Information Services and Globalization: Global Organizations Established for Library and Information Services

Abstract

Purpose: The aim of this study is to examine the transformations brought about by globalization in the field of library and information services (LIS), and to evaluate the contributions, policies, goals, focal points, and practices of internationally active organizations regarding LIS during this process.

Method: This study examines the effects of globalization on LIS and the roles of organizations operating at a global level in this field. In this context, a qualitative research method was employed, and the documentary analysis technique was used as the primary data collection tool.

Findings: Globalization has accelerated the digital transformation in the field of LIS, facilitating access to information and fostering the widespread dissemination of knowledge on a global scale. It has also laid the groundwork for increased international collaboration and joint initiatives. Developments in information and communication technologies (ICTs), which constitute one of the core dimensions of globalization, combined with international economic integration and cultural interaction, have positioned libraries as key actors within the information society. It has been determined that international organizations operating in the LIS field contribute to the development of sustainable information policies, support international cooperation in LIS, and promote equal access to information, thereby making significant contributions to both individual and societal development.

Implications: ICTs, as one of the fundamental components of globalization, have led to profound transformations in the functioning of libraries and the delivery of library and information services (LIS). The widespread use of these technologies has enabled information services to acquire an international dimension. In this context, it has become a significant necessity for libraries to collaborate with globally operating organizations in developing sustainable information policies, formulating strategies to enhance access to information, and adopting common approaches in areas such as information services, resource sharing, and the exchange of professional experience.

Originality: While this study addresses the impact of globalization on the field of LIS, it offers a unique approach by examining the contributions of globally operating organizations to LIS. Although various studies in the literature explore the relationship between globalization and LIS, this study distinguishes itself by focusing on the roles of these organizations in the transformation of LIS, particularly in the context of the activities they undertake.
