YEŞİL DÖNÜŞÜM PERSPEKTİFİ: EKONOMİK BÜYÜME VE POLİTİKA DİNAMİKLERİ

Abstract

İklim değişikliği, çevresel bir sorun olmanın yanı sıra ekonomik, çevresel ve sosyal yapılar üzerinde önemli sonuçları olan bir çevre sorunudur. Bu bağlamda yeşil dönüşüm kavramı, düşük karbonlu ve sürdürülebilir ekonomik sisteme geçiş için kritik bir strateji olarak öne çıkmaktadır. Bu çalışma, yeşil dönüşümün ekonomik büyüme üzerindeki etkilerini teorik olarak incelemeyi amaçlamaktadır. Literatür taraması ve uluslararası uygulamalar kapsamında karbon fiyatlandırması, emisyon ticareti, yenilenebilir enerji teşvikleri ve enerji verimliliği standartları gibi araçların ekonomik büyüme ve sürdürülebilir ekonomik kalkınma üzerindeki etkileri değerlendirilmiştir. Türkiye özelinde de enerji verimliliği programları değerlendirilmiş, karbon yoğun sektörlerin dönüşümü ve yeni teknolojilere yönelim süreçleri incelenmiştir. Çalışma sonucunda, mevcut literatür ve politika çerçeveleri göz önünde bulundurularak politika yapıcılar için sürdürülebilir ekonomik stratejiler ile çevre politikaları geliştirilmesine yönelik öneriler sunulmuştur. Sonuç olarak, bu önerilerin ekonomik büyüme, çevresel sürdürülebilirlik ve sosyal refahı da dikkate alarak planlaması ve uygulanması yeşil dönüşüm sürecinin uzun vadede sürdürülebilirliğine katkı sağlaması beklenmektedir.

Green Transformation Perspective: Economic Growth and Policy Dynamics

Abstract

Many factors influence the economic growth of countries. Climate change, in addition to being an environmental problem, has significant consequences for economic, environmental, and social structures. In this context, the concept of green transformation stands out as a critical strategy for transitioning to a low-carbon and sustainable economic system. This study aims to theoretically examine the effects of green transformation on economic growth. Within the scope of a literature review and international practices, the effects of tools such as carbon pricing, emissions trading, renewable energy incentives, and energy efficiency standards on economic growth and sustainable economic development have been evaluated. In the specific case of Turkey, energy efficiency programs have been assessed, and the transformation of carbon-intensive sectors and the processes of shifting towards new technologies have been examined. As a result of the study, recommendations are presented for policymakers to develop sustainable economic strategies and environmental policies, taking into account the existing literature and policy frameworks. In conclusion, it is expected that planning and implementing these recommendations, considering economic growth, environmental sustainability, and social welfare, will contribute to the long-term sustainability of the green transformation process.
