The aim of this paper is to analyze “the return to bosom of the nation”
discourse voiced by the opposition parties in Turkish politics in certain
circumstances, which seems to be a project that had never been realized. It is
a political strategy envisaged for
overcoming a political crises
through mass resignation of the
opposition party’s representatives from the parliament. Within this framework,
the subject was classified according to political periods and each specific
case was analyzed and compared with the other cases.
Aiming to take the legal political activity out of the parliament and to
mobilize people around the opposition, this political strategy intends to make
radical changes in the functioning of the political system. From this
perspective this work is set out to contribute to the literature through
determining under which political conditions this strategy voiced by the
opposition appears and whether it is a realizable and successful political
maneuver or not.
Bu çalışma Türk siyasal hayatında muhalefet
partilerinin kimi durumlarda dile getirdikleri ancak hiçbir zaman
gerçekleştiremedikleri bir proje olarak kalan “sine-i millete dönüş” söylemini
konu edinmektedir. Sine-i millete dönüş, muhalefet partilerinin kriz anlarında
bir çıkış noktası olarak düşündükleri parlamentodan toplu şekilde istifa etme
stratejisidir. Bu çerçevede sine-i
millete dönüş söyleminin parti politikası olarak tartışıldığı dönemler
belirlenmiş, her olay kendi özelinde değerlendirilerek dönemsel bazda
tartışmaların ortak noktaları tespit edilmiştir. Meşru siyaseti, parlamentodan
çıkararak halk zeminine taşımayı amaçlayan ve muhalefete halkı da ortak etme
amacı güden bu politik strateji, bir meşruiyet sorunu yaratarak siyasal
sistemin işleyişinde köklü değişiklikler yapmayı hedeflemektedir. Bu bağlamda
çalışmamız muhalefet tarafından zaman zaman dile getirilen bu stratejinin hangi
koşullar altında gündeme geldiğini, uygulanabilirliğini ve başarılı bir siyasal
manevra olup olmayacağını belirlemeyi amaçlamaktadır.
