In the Context of Digital Cultural Diplomacy, the Incentives of South Korean Governments: The K-Influencer Academy Example

Abstract

This study is centered on the question: "How do South Korean government policies regarding K-content production affect individuals’ production of content related to South Korea and Korean culture?" Consequently, the study aims to examine the process by which individuals are engaged in South Korea’s policies regarding K-content production practices on social media within the context of cultural diplomacy. The research examines participants who serve as K-Influencers and engage in K-content production and consumption practices on social media. It focuses on the K-Influencer Academy, an international programme supported by the South Korean government, drawing on interviews with participants from Türkiye. Accordingly, a qualitative design based on semi-structured interviews with participants was adopted. This study contributes to the literature by using the K-Influencer Academy as a case and examining cultural diplomacy through social media content creation practices. According to the findings, South Korea appears to use social media as a tool for cultural diplomacy. The findings indicate that participants voluntarily engage in government-supported programmes, produce K-content, and contribute to the visibility of Korean culture. The findings show that the incentives function as a key motivational force behind content creation. Accordingly, the content creation process becomes a mission for participants. Furthermore, the findings suggest that, thanks to programmes such as the K-Influencer Academy, state-supported cultural diplomacy initiatives have evolved into user-centric structures, with participants transforming into digital diplomacy ambassadors.
