Popular Culture in Diaspora: Transnational Identity and Soft Power Strategies

Abstract

The relations of the Turkish Diaspora in Germany with the popular culture of the host and homeland affect the processes of identity construction, cultural belonging, and transnational attachment. Popular culture, while a consumption field, also points to a habitus through which individuals express their class, cultural, and international positions. In this respect, diaspora members create alternative identity fields through popular cultural elements of the homeland (music, media, gastronomy, sports) in the face of the exclusionary representations and structural inequalities implemented by the host society, and produce hybrid identities that include resistance and belonging. In this context, Bourdieu's concepts of milieu, habitus, cultural capital, and field are used in the study to analyze the relations and cultural orientations of the members of the Turkish Diaspora in Germany with their social circles. Within this framework, habitus is considered not as a structure confined to the local social environment, but as a transnational habitus reshaped within transnational interactions and global power relations. The diaspora's positioning in international cultural spheres is evaluated through this transformation. Furthermore, Turkey's soft power strategies, implemented through public diplomacy institutions such as TRT, YTB, and the Yunus Emre Institute in the context of international politics, are analyzed as a significant sphere of influence supporting the formation of homeland-focused popular cultural orientations in the diaspora. The article is structured into four sections, apart from the introduction. The second section elaborates on the conceptual foundations of popular culture, while the third section examines its role in international politics. Following the fourth section, which outlines the methodological framework, the analysis focuses on the Turkish diaspora in Germany, with particular attention to processes of cultural exclusion, the production of hybrid identities, and the turn towards the popular culture of the homeland.

Diasporada Popüler Kültür: Ulusötesi Kimlik ve Yumuşak Güç Stratejileri

Abstract

Almanya’daki Türk diasporasının hem ev sahibi ülkenin hem de anavatanın popüler kültürüyle kurduğu ilişkiler kimlik inşası, kültürel aidiyet ve ulusötesi bağlanma süreçlerini etkilemektedir. Popüler kültür, tüketim alanı olmakla beraber bireylerin sınıfsal, kültürel ve uluslararası konumlarını ifade ettikleri bir habitusa da işaret etmektedir. Bu bakımdan diaspora üyeleri, ev sahibi toplumun uyguladığı dışlayıcı temsiller ve yapısal eşitsizlikler karşısında anavatana ait popüler kültürel unsurlar (müzik, medya, gastronomi, spor) aracılığıyla alternatif kimlik alanları yaratarak hem direniş hem de aidiyeti içeren melez kimlikler üretmektedir. Bu bağlamda, Bourdieu’nün çevre, habitus, kültürel sermaye ve toplumsal alan kavramları; çalışmada özellikle Almanya’daki Türk Diasporası üyelerinin sosyal çevreleriyle olan ilişkileri ve kültürel yönelimlerini analiz etmek için kullanılmaktadır. Habitus kavramı bu çerçevede yerel sosyal çevreyle sınırlı bir yapı olarak değil, ulusötesi etkileşimler ve küresel güç ilişkileri içinde yeniden biçimlenen ulusötesi habitus olarak ele alınmakta, diasporanın uluslararası kültürel alanlardaki konumlanışı bu dönüşüm üzerinden değerlendirilmektedir. Ayrıca, Türkiye’nin uluslararası siyaset bağlamında TRT, YTB ve Yunus Emre Enstitüsü gibi kamu diplomasisi kurumları aracılığıyla yürüttüğü yumuşak güç stratejileri, diasporada anavatan odaklı popüler kültürel yönelimlerin oluşumunu destekleyen önemli bir etki alanı şeklinde analiz edilmektedir. Makale giriş dışında dört bölümden oluşmakta, ikinci bölümde popüler kültürün kavramsal temelleri, üçüncü bölümde popüler kültürün uluslararası siyaset bağlamındaki rolü ele alınmaktadır. Makalenin yönteminin yer aldığı dördüncü bölümden sonraki kısımda Almanya’daki Türk diasporası özelinde kültürel dışlanma, melez kimlik üretimi ve anavatanın popüler kültürüne yöneliş süreçleri incelenmektedir.
