İbrahim Hakkı (Paşa-1863-1918) Beşiktaş Rüşdiyesi’ni bitirdikten sonra Mekteb-i Mülkiye’nin idadi ve yüksek sınıflarında eğitimini tamamlayarak mezun olmuştur(1882). Devletin çeşitli kademelerinde görevlerde bulunmuş bu görevleri yanı sıra Mekteb-i Mülkiye, Mekteb-i Hukuk ve Hamidiye Ticaret Mektebi’nde hocalık yapmış ve kitaplar kaleme almıştır. Mekteb-i Hukuk ve Hamidiye Ticaret Mektebi’nde ders vermeye başlamasıyla birlikte hukuk ve tarih konuları başta olmak üzere çeşitli kitaplar yayımlamaya başlamıştır. Bu eserler daha çok ders kitapları mahiyetine idi. İbrahim Hakkı Paşa’nın Hukuk-ı İdare(2 cilt), İstanbul 1312 adı eseri ders kitabı olmasının yanı sıra kapsamlı bir bilimsel inceleme niteliğindedir. Eser Fransız tarzındadır. İbrahim Hakkı Paşa’nın bu eseri ülkemizde idare hukuku alanında yazılmış ilk kitap olma özelliği taşımaktadır. Kitabın birinci cilt birinci kısmı altı fasıl, ikinci kısmı üç fasıldan ibarettir. Bu çeviri yazıda “Hukûk-ı İdâre” kitabının ikinci kısım üçüncü faslını oluşturan Maarif-i Umumiye kısmı çevrilmiştir. Bu fasılda; İdare-i Maarif, Mekatib-i Sıbyaniye ve Rüşdiye, Mekatib-i İdadiye ve Sultaniye, Mekatib-i Aliye, Serbesti-i Tedris ve Mekatib-i Hususiye konuları bulunmaktadır. Kitabın ilgili faslı 1869 Maarif-i Umumiye Nizamnamesi ve bunun o dönemdeki uygulamalarına dairdir.

İbrahim Hakkı (Pasha-1863-1918) graduated from Beşiktaş Junior High School, after completing his education in the administrative and higher classes of the Mekteb-i Mülkiye. In addition to being a textbook of İbrahim Hakkı Pasha's Legal-ı İdare (2 volumes), Istanbul 1312, it is a comprehensive scientific review. The work is in French style. This work of İbrahim Hakkı Pasha is the first book written in the field of administrative law in our country. The first part of the book consists of six chapters and the second part consists of three chapters. In this translation text, the second part, the third chapter of the book "Hukûk-ı İdâre", the Maarif-i Umumiye part was translated. In this chapter; There are the subjects of İdare-i Maarif, Mekatib-i Sıbyaniye and Rüşdiye, Mekatib-i İdadiye and Sultaniye, Mekatib-i Aliye, Serbesti-i Tedris and Mekatib-i Hususiye. The relevant chapter of the book is about the 1869 Education Regulation and its applications in that period.
