This research aims to embody the course of reading culture and efforts to disseminate knowledge in the last period of Ottoman history. Magazines, newspapers, and journals published during the reign of Abdülhamid II are in a unique position in following this course. The Maarif Risalesi, published in 238 issues between 1891-1896, provides many opportunities for researchers to evaluate this matter. The Maarif Risalesi was at the forefront with its visual use ahead of its time with articles from different disciplines such as anthropology, archeology, botany, geography, literature, education, history, technology, medicine, and zoology. It had a wide range of topics including tea, mineral water, animals such as parrots, whales; diseases such as influenza, cholera, malaria, etc. Furthermore, it introduced the transforming character of knowledge to intellectuals, students, and bureaucrats with its sophisticated and diverse reading network ranging from hair loss to the benefits of electricity. Articles evaluating the importance of development stages, personal characteristics, and abilities in education were also available in the Maarif. In particular, the articles published by Ayşe Sıdıka on pedagogy introduce readers to the first reflections of contemporary educational methods in Turkey. This study, which focuses on the journal's efforts to spread positivist information through a reading culture rather than its literary identity, was conducted using the survey model and document analysis, which are qualitative research methods. In this research, the approach to education was analyzed after the scientific reading culture and popularization of knowledge were discussed. As a result, this research was revealed that popular knowledge and reading culture underwent significant transformations in the last years of the Ottoman Empire, based on the Maarif.
Bu araştırma okuma kültürü ile bilgiyi yaygınlaştırma çabalarının Son Dönem Osmanlı tarihindeki seyrini somutlaştırmayı amaçlamaktadır. II. Abdülhamit yıllarında yayımlanan dergiler, gazeteler, risaleler bu seyrin izlenmesine yardımcı olmaktadır. 1891-1896 yılları arasında 238 sayı yayımlanan Maarif risalesi araştırmacılara değerlendirebilecekleri olanaklar sunmaktadır. Antropoloji, arkeoloji, botanik, coğrafya, edebiyat, eğitim, tarih, teknoloji, tıp ve zooloji gibi farklı disiplinlerden yazılara sahip olan Maarif, gelişkin görsel kullanımıyla da ön plandadır. Teknik yeniliklerden, canlılardan, bilimsel ve edebi anlatımlardan oluşan güçlü okuma ağıyla Maarif, bilginin dönüşen karakterini aydınlara, öğrencilere ve bürokratlara tanıtmıştır. Eğitimde gelişim evrelerinin, kişisel özelliklerin ve yeteneğin önemini ön planda tutan yazılar da risalede yer almıştır. Özellikle Ayşe Sıdıka Hanım'ın pedagoji üzerine yayımladığı makaleleri okuyuculara çağdaş eğitim yöntemlerini yansıtmaktadır. Derginin edebi kimliğinden ziyade pozitivist bilgiyi okuma kültürüyle yayma çabalarına odaklanan bu araştırma, tarama modeli ve doküman analizi kullanılarak gerçekleştirilmiştir. Araştırmada bilimsel okuma kültürü ile bilginin popülerleşmesi işlendikten sonra eğitime yaklaşım analiz edilmiştir. Araştırmanın sonucunda Maarif risalesinden hareketle Osmanlı Devleti’nin son yıllarında popüler bilginin ve okuma kültürünün önemli dönüşümler geçirdiği açığa çıkartılmıştır.

According to the TUHED's new publication policy, the articles which have completed the evaluation process will be published online-first. It will no longer be necessary for manuscripts to wait until the “next issue”. Early Release articles will receive an international identification code (DOI), and identified page numbers.
3- Ethics Committee Approval:
In accordance with the ULAKBİM decision of 25 February 2020, Ethics Committee Approval must be obtained for studies on people (without age restrictions), this approval must be specified in the Method section of the article and signed Ethics Committee Approval must be uploaded to the system. Applications that do not meet these requirements will not be considered for publication.
4- New Publication Policy
Beginning from Spring 2021 issue TUHED will require all Turkish manuscripts to contain a full-text English translation. Manuscripts submitted in Turkish will be requested to have full-text English translation if they are accepted for publication after the review process.
