Eğitim ve öğretim, bireylerin maksatlı olarak donanımlı hale getirilmesini amaçlayan sistemli bir faaliyettir. Tarih boyunca eğitim ve öğretim faaliyetleri gerek bireysel düzeyde gerekse toplumsal düzeyde insanlığın öncelikli gündeminde yer almıştır. Bugün küresel ölçekte önemi daha fazla öne çıkan eğitim ve öğretim, siyasal erklerin devamlılıkları için kurumsal düzeyde planlama yapmak zorunda oldukları bir olguya dönüşmüştür. Osmanlı Devleti devamlılığı açısından eğitim-öğretime gereken önemi veren bir siyasal unsurdur. Bu çerçevede 19. yy. modernleşme sürecinde eğitim-öğretim faaliyetleri kapsamında açılan rüştiye mekteplerinden birisi de Sinop Rüştiye Mektebi olmuştur. Öğretim faaliyetine ilk olarak 1847’de İstanbul’da başlayan rüştiyeler, taşrada 1855’ten itibaren kurulmaya başlamıştır. Çalışmada rüştiye mektepleri hakkında genel bir bilginin yanı sıra rüştiyelerde okutulan Arapça, Coğrafya, Farsça, Fransızca, Hendese, Hesap, Hüsn-ü Hat, Tecvitli Kur’an-ı Kerim ve Ulum-ı Diniyye, Malumat-ı Nafia ve Hıfzıssıhha, Resim, Tarih, Türkçe derslerinin içerik bilgilerine ve ders saatlerine yer verilmiştir. Öğretim kurumlarında modernleşme ve kurumsallaşma alanında mesafe kat edildikçe öğretim kademelerinde de yeni gelişmeler olmuştur. Kastamonu vilayetine bağlı Sinop sancağında bir rüştiye mektebi ise 1864’te açılmıştır. Sinop Rüştiye Mektebi’nin öğretim faaliyetleri, öğrenci sayıları, çalışan isimleri, elde edilen bilgi ve belgeler dâhilinde incelenmeye çalışılmıştır. Böylelikle Sinop Rüştiye Mektebi’ne dair akademik düzeyde henüz paylaşılmamış bilgilerin, bu çalışma ile paylaşılması amaçlanmıştır. Ayrıca basında yer alan 1882 yılına ait mezuniyet töreni haberi bağlamında belirtilen zaman nezdinde yönetici, öğretmen ve öğrenci perspektifinden eğitim-öğretim faaliyetine bakış anlaşılmaya çalışılmıştır.
Education and training is a systematic activity that aims to equip individuals purposefully. Throughout history, education and training activities have been on the priority agenda of humanity both at the individual and social level. Education and training, which has become more prominent on a global scale today, has turned into a phenomenon that political powers have to plan at the institutional level for their continuity. Ottoman State is a political element that gives the necessary importance to education in terms of its continuity. In this context at the 19th century, one of the rüşdiye (Ottoman secondary school) schools opened within the scope of education and training activities in the modernization process was Sinop Rüşdiye School. The rüşdiye schools, which first started teaching activities in 1847 in Istanbul, followed be opened in the rural provinces since 1855. In the study, in addition to general information about rüşdiye schools; content information of Arabic, Geography, Persian, French, Hendese (Geometry), Hesap (Calculus), Hüsn-ü Hat (Islamic Calligraphy), The Qur’an with Tajwit and Ulum-i Diniyye (Theology), Malumat-i Nafia (Beneficial Knowledge) and Hıfzıssıhha (Public Hygiene), Painting, History, Turkish lessons and course hours are included. As progress has been made in the field of modernization and institutionalization in educational institutions, there have been new developments in education levels. A rüşdiye school was opened in 1864 in Sinop sanjak, which was dependent on Kastamonu province. The teaching activities of the Sinop Rüşdiye School, the number of students, the names of the employees were tried to be examined within the obtained information and documents. Thus, it is aimed to share information with the present study about Sinop Rüşdiye School that has not been shared at the academic level yet. In addition, in the context of the graduation ceremony news of 1882 in the press, it was tried to understand the point of view of educational activity from the perspective of an administrator, teacher, and student.

According to the TUHED's new publication policy, the articles which have completed the evaluation process will be published online-first. It will no longer be necessary for manuscripts to wait until the “next issue”. Early Release articles will receive an international identification code (DOI), and identified page numbers.
3- Ethics Committee Approval:
In accordance with the ULAKBİM decision of 25 February 2020, Ethics Committee Approval must be obtained for studies on people (without age restrictions), this approval must be specified in the Method section of the article and signed Ethics Committee Approval must be uploaded to the system. Applications that do not meet these requirements will not be considered for publication.
4- New Publication Policy
Beginning from Spring 2021 issue TUHED will require all Turkish manuscripts to contain a full-text English translation. Manuscripts submitted in Turkish will be requested to have full-text English translation if they are accepted for publication after the review process.
