Yükseköğretim Kurumları İçin Bir İş Süreçleri Olgunluk Modelinin Geliştirilmesi

Abstract

Bu kavramsal çalışma, yükseköğretim kurumlarına özgü bir İş Süreçleri Olgunluk Modeli geliştirmeyi amaçlamaktadır. Üniversitelerde kalite yönetimi, akreditasyon, dijital dönüşüm ve süreç yönetimi uygulamaları giderek yaygınlaşmasına rağmen, bu yaklaşımları bütüncül biçimde değerlendiren yükseköğretime özgü bir süreç olgunluk modeli bulunmamaktadır. Bu çalışmada İş Süreçleri Yönetimi, olgunluk modeli yaklaşımı, kalite yönetimi ve yükseköğretim yönetişimi literatürü bütünleştirilerek Higher Education Business Process Maturity Model (HEI-BPMM) önerilmektedir. Model beş olgunluk düzeyi ve sekiz değerlendirme boyutundan oluşmaktadır. HEI-BPMM'nin üniversitelerin mevcut süreç yetkinliklerini değerlendirmelerine, gelişim alanlarını belirlemelerine ve sürekli iyileştirme çalışmalarını sistematik biçimde yönetmelerine katkı sağlaması amaçlanmaktadır.

Development of a Business Process Maturity Model for Higher Education Institutions

Abstract

This conceptual study proposes a Business Process Maturity Model specifically designed for Higher Education Institutions (HEIs). Although universities increasingly adopt quality management, accreditation, digital transformation, and process management practices, there is still no comprehensive maturity model integrating these dimensions into a unified framework. Drawing upon Business Process Management, capability maturity concepts, quality management, and higher education governance, the proposed Higher Education Business Process Maturity Model (HEI-BPMM) defines five progressive maturity levels and eight assessment dimensions. The model is intended to support universities in evaluating current process capabilities, identifying improvement priorities, and guiding continuous institutional development. The study contributes to the literature by introducing a theoretically grounded conceptual framework that may serve as a foundation for future empirical validation.
