NEW NEOCLASSICAL SYNTHESIS AND MODERN WORLD-SYSTEM: MONETARY POLICY AND ECONOMIC STABILITY IN THE CONTEXT OF CENTER-PERIPHERY RELATIONS

Abstract

This study integrates the New Neoclassical Synthesis (NNS) and the Modern World-System (MWS) theories to analyze how structural differences between core, semi-periphery, and periphery countries affect the effectiveness of monetary policies within the global macroeconomic system. It empirically tests the proposition that systematic monetary policies, as suggested by the NNS framework, are implemented more effectively in core countries, whereas in periphery countries, the structural dependencies emphasized by the MWS theory limit the effectiveness of such policies. Using descriptive statistical methods, the study compares the macroeconomic performance of selected countries based on key indicators such as inflation rates, real GDP growth rates, and current account balances for the period 2013–2022. The findings reveal that core countries exhibit relatively stronger macroeconomic stability, while higher volatility and fragility are more evident in semi-periphery and periphery countries. Additionally, it is shown that the 2008 Global Financial Crisis and the COVID-19 pandemic have further deepened the divergence between core and periphery countries. The study contributes to the literature by offering a comprehensive framework that explains the impact of global inequalities on the effectiveness of monetary policies through the integration of NNS and MWS theories.

Abstract

Bu çalışma, Yeni Neoklasik Sentez (YNS) ve Modern Dünya-Sistemi (MDS) teorilerini bir araya getirerek, küresel makroekonomik sistemde merkez, yarı çevre ve çevre ülkeler arasındaki yapısal farklılıkların para politikalarının etkinliği üzerindeki etkisini analiz etmektedir. YNS teorisi çerçevesinde önerilen sistematik para politikalarının merkez ülkelerde nasıl daha etkin bir şekilde uygulanabildiği, buna karşın çevre ülkelerde MDS teorisinin öngördüğü yapısal bağımlılıklar nedeniyle bu etkinliğin sınırlı kaldığı ampirik olarak test edilmiştir. Çalışmada, 2013–2022 dönemine ait enflasyon oranı, reel büyüme oranı ve cari denge oranı gibi temel makroekonomik göstergeler kullanılarak merkez, yarı çevre ve çevre ülkelerin makroekonomik performansları tanımlayıcı istatistiksel yöntemlerle karşılaştırılmıştır. Bulgular, merkez ülkelerde makroekonomik istikrarın görece daha güçlü olduğunu, çevre ve yarı çevre ülkelerde ise yüksek dalgalanma ve kırılganlıkların belirginleştiğini ortaya koymuştur. Ayrıca, 2008 Küresel Finansal Krizi ve COVID-19 pandemisinin merkez-çevre ayrımını daha da derinleştirdiği gösterilmiştir. Çalışma, literatüre YNS ve MDS teorilerini entegre ederek küresel eşitsizliklerin para politikası etkinliği üzerindeki etkilerini açıklayan bütüncül bir çerçeve sunmaktadır.
