KÜRESELLEŞME SÜRECİNDE ULUSAL GÜVENLİĞİN DÖNÜŞÜMÜ: ÖZEL ASKERİ ŞİRKETLER

Abstract

Küreselleşme, dünyanın karşılıklı bağımlılığı ve
ekonomilerin, halkların, kültürlerin giderek artan entegrasyonunu tanımlamak
için kullanılan bir kavram olarak karşımıza çıkmaktadır. Genel olarak,
küreselleşme ulusal ve uluslararası güvenliğin dönüşümü üzerinde önemli bir
etkiye sahiptir. Özel askeri şirketler, küreselleşme sürecinin yeni
fenomenlerinden bir tanesidir. 1990’lardan itibaren çatışma alanlarında özel
askeri şirketlerin sayısı hızla artmaktadır. Özel askeri şirket endüstrisinin
yükselişi, devletin geleneksel güç kullanma tekelinde derin bir değişiklik
yaratmıştır. Ancak, çalışma ulus devletin küreselleşme sürecinde zarara
uğratmaktan daha çok geleneksel rollerini hem ulusal hem uluslararası düzeyde
yeni bir güvenlik modeli ile değiştirerek yeniden yapılandırdığını ileri
sürmektedir. Devletler, küreselleşme sürecine özel güvenlik sektörü ile
işbirliğini güçlendirerek ve ortak güvenliği takip ederek karşılık vermiştir. Çalışmanın
amacı küreselleşme çağında özel güvenlik endüstrisinin desteğiyle birlikte devletlerin
hala güvenliği sağlayan önemli aktörler olduklarının altını çizmektir.

Uluslararası İlişkiler ve Diplomasi birbirinden ayrılamaz bir bütünün iki parçasıdır. Dergimizin; Uluslararası İlişkiler, Diplomasi, Ekonomi, Temel Bilimler ve Sosyal Bilimlerin, siyaset, ekonomi, ekonomi-politik, diplomasi uygulamaları, siyasi tarih, uluslararası antlaşmalar, uluslararası örgütler, hukuk, uluslararası hukuk gibi alanları ile alakalı olarak bilim dünyasına önemli katkı yapması beklenmektedir.
