YEREL YÖNETİMLERDE ÇOCUK HAKLARINA DUYARLI BÜTÇELEME: ANKARA BÜYÜKŞEHİR BELEDİYESİ ÖRNEĞİ

Abstract
Bu çalışmada çocuk haklarının yerel yönetimlerdeki mali yansımaları bütçe temelinde incelenmiştir. Çocukların gelişiminin sağlıklı olmasının ülkelerin gelişimi üzerinde de oldukça büyük bir katkısı olduğu düşünüldüğünde kamu hizmetlerinin çocuklara duyarlı bir yaklaşım geliştirmesi ülkelerin geleceği açısından pek çok pozitif dışsallığı bünyesinde bulundurmaktadır. Dolaayısıyla bu gelişimin sağlanması öncelikle politil bir irade sonrasında kaynak gereksinimi gerektirmektedir. Yasal metinlerde verilen taahhütlerin, mali yol haritaları olan bütçelere yansıması hiç kuşkusuz çocuk haklarının hayata geçmesi bakımından bir mihenk taşıdır. Bu çalışmada, yerel yönetimlerin sorunları daha net tespit edebileceği gerçeğinden hareketle çocuk hakları Ankara Büyükşehir Belediyesi bütçe belgeleri ışığında incelenmiştir. Bütçe belgelerine göre çocuk hakları gözetilerek politika belgelerine dahil edilmiş ve bütçede pay ayrılmıştır. Buradaki temel problem harcamaların bütçe sistemi gereği net olarak izlenememesidir. Bütçede çocuklara yönelik payların artırılarak, vatandaş bütçe benzeri dokümanlarla yapılan harcamaların gösterilmesi gerekmektedir.
