GÖÇÜN NEKROPOLİTİK COĞRAFYALARI: BİR GÖÇMEN MEZARLIĞI OLARAK AKDENİZ

Abstract

Egemen güçlerin, modern devletlerin ve iktidar yapılarının marjinalleştirilmiş bireylere yönelik şiddet ve ölüm pratiklerini ortaya koyan nekropolitika, sadece yaşamın değil ölümün de yönetme biçimlerini ele almaktadır. Ayrıca nekropolitika, sömürgeci tarihinin uzantısı olarak kurgulanan ırkçılık uygulamalarıyla post-kolonyal güçlerin pratikleri arasındaki ilişkiyi vurgulayarak özellikle savaş, şiddet, göç, yoksulluk ve hastalık gibi istisna hallerinde ölümün siyasi bir araç olarak nasıl kullanıldığını irdelemektedir. Bu teorik çerçeveden hareketle bu araştırmanın temel amacı, Yunanistan durum çalışması zemininde Avrupa’ya geçmeye çalışan göçmenlere yönelik ortaya konulan nekropolitikaları ve nekroiktidar uygulamalarını analiz etmektir. Nitel araştırma yönteminin kullanıldığı bu çalışmanın verileri, dijital dokümanlardan (ulusal ve uluslararası raporlar ve süreli yayınlar) elde edilerek eleştirel bakış açısıyla incelenmiştir. Çalışma sonucunda göçmenlere yönelik politikalarıyla Avrupa’nın ve bu politikaların uygulayıcı aktörü olarak Yunanistan’ın sınır hatlarını ve Akdeniz’i nekrocoğrafyalara dönüştürdüğü anlaşılmıştır. Dahası Yunanistan’ın nekropolitiğin ölümleri görmezden gelme ve ölüme terk etme söylemini aşarak göçmen ölümlerinde doğrudan aktör olduğu ve böylece post-kolonyal bilincin tahakkümünü sürdürdüğü sonucuna varılmıştır.

NECROPOLITICAL GEOGRAPHIES OF MIGRATION: THE MEDITERRANEAN AS A MIGRANT CEMETERY

Abstract

Necropolitics, which reveals the violence and death practices of sovereign powers, modern states and power structures against marginalized individuals, deals with the ways of governing not only life but also death. In addition, necropolitics emphasises the relationship between the practices of racism, which is constructed as an extension of colonial history, and the practices of post-colonial powers, and examines how death is used as a political tool, especially in exceptional situations such as war, violence, migration, poverty and disease. Based on this theoretical framework, the main objective of this study is to analyze the necropolitics and necropower practices imposed on migrants attempting to cross into Europe, using the case study of Greece. The data of this study, in which the qualitative research method was used, was obtained from digital documents (national and international reports and periodicals) and examined with a critical perspective. As a result of the study, it was understood that Europe, with its policies towards immigrants, and Greece as the implementing actor of these policies, transformed the border lines and the Mediterranean into necrogeographies. Moreover, it was concluded that Greece, by overcoming the discourse of necropolitics of ignoring and leaving deaths, became a direct actor in immigrant deaths and thus continued the domination of postcolonial consciousness.
