Evaluation Process

1. Editorial Review
The manuscripts submitted to ULISA: Journal of International Studies are first evaluated by the editor. At this stage, manuscripts that do not comply with the purpose and scope of the journal, are weak in terms of language and expression rules in Turkish, English and other languages, contain critical errors in scientific terms, have no original value and do not meet the publication policies are rejected.
Authors of rejected manuscripts are informed within one month at the latest from the date of submission. The preliminary evaluation process is initiated for the manuscripts deemed appropriate by the Editorial Board.

2. Preliminary Evaluation
During the pre-evaluation process, the editor examines the introduction and literature, methodology, findings, conclusion, evaluation and discussion sections of the manuscript in detail in terms of originality and the journal's publication policies and scope. In addition, ULISA: Journal of International Studies reviews the article in terms of form according to the author guidelines. For those that need to be corrected, it contacts the author of the article and asks them to send the requested corrections within 7 days at the latest. Studies that are not submitted within the given period are deleted from the system. The eligible manuscripts are taken into the referee assignment process.

3. Appointment of Referees
Referees are assigned to the studies according to the content and the expertise of the referees. The editor and the editorial board, who review the study, recommend at least two referees from the ULISA: Journal of International Studies Scientific Board or Referee pool according to their areas of expertise, or may recommend new referees suitable for the field of the study.
The suggestions of referees suitable for the field are evaluated by the editor and the studies are forwarded to the referees. Referees must guarantee that they will not share any process and documents about the studies they evaluate.

4. Peer Review
The period given to the referees for the referee evaluation process is 28 days. This period may be extended by 15 days due to force majeure. Correction suggestions received from referees or editors must be completed by the authors within 7 days in accordance with the "correction guidelines".
Referees can review the corrections of a manuscript and decide on the appropriateness of the manuscript, or they can request corrections more than once if necessary.

● ULISA: Journal of International Studies is a peer-reviewed journal that is indebted to hundreds of experts who devote their time to critically evaluate the articles submitted for publication. Peer-reviewed articles are considered highly credible because they are reviewed by experts with specialized knowledge of the subject matter. Peer review is crucial to the editorial process because editors do not have the time or expertise to evaluate all aspects of every submission. The main objectives of peer review are 2fold: To decide whether to publish an article (based on the quality and relevance of the journal) and to improve the article before publication.

● All submissions first go through an internal pre-review process and most go through an external review process. Each submission is reviewed by the assigned editor, who makes the initial decision to submit the article for review or reject it without external review. Manuscripts may be rejected at this stage for a variety of reasons, including similarity to a recently published article, the topic is outside the scope of the journal, no new information is provided, significant lack of scientific validity, or unprofessional presentation. If the editor believes that the article may be of interest to our readers, then it is sent for external review.

● Submissions to ULISA: Journal of International Studies should be original articles that evaluate previous work in the field and generate new and valuable ideas and perspectives.

● This journal uses double-blind review, which is carried out by at least two referees. Referee names are kept strictly confidential. Reviewer identities may only be disclosed to members of the journal's Editorial Board who have been instructed to maintain confidentiality.

● Type of peer review: ULISA: Journal of International Studies uses double-blind peer review, which means that both reviewer and author identities are concealed from each other throughout the review process. Authors and reviewers are responsible for making efforts to conceal their identities from each other. This includes authors and reviewers (who upload documents as part of their review) to check whether the following steps have been taken in relation to their text and file specifications: The authors of the document have removed their names from the text. "Author" is the author's name in references and footnotes, etc. In Microsoft Office documents, the author ID should also be removed from the file properties.

● Peer reviewers play a central role in scientific publishing. External peer review helps to validate research, establish a method by which it can be evaluated, and increase networking opportunities in research communities. Despite criticism, peer review is still the only widely accepted method for research validation.


Evaluation Process and Blind Review

Blind peer review is a method applied to ensure that scientific publications are of the highest quality. This method forms the basis of the objective evaluation of scientific studies and is preferred by many scientific journals. Reviewers' opinions have a decisive role in the publication quality of ULISA: Journal of International Studies.
All manuscripts submitted to ULISA: Journal of International Studies are evaluated by double-blinding according to the following stages. In the double-blinding method, the author and referee identities of the manuscripts are hidden. For this reason, authors are requested to delete their names when uploading their articles to the system.

Double Blind Review

Both referee and author names are kept confidential.
Referee names are kept strictly confidential. Referee identities may only be disclosed to members of the journal Editorial Board who have been instructed to maintain confidentiality.

Anonymizing your manuscript for double-blind peer review: checklist
● Author names should not appear anywhere in the manuscript or in the Supplementary Information files (or in any file name).

● Prepare a separate title page with all author names and affiliations (when you reach the "File Upload" stage of the submission, please select the file name "Title Page").

● Do not include an Acknowledgments section with the names of authors from the submitted manuscript. Information can be added to the manuscript after the completion of the peer review process.

● Do not add work to a reference list that has not yet been accepted for publication.

● When referring to your own work in the manuscript, avoid using terminology that may reveal your identity (e.g., avoid phrases such as "we have previously [referenced]").

● Do not sign with author names when rebutting or objecting at the review stage.

● Author anonymity avoids reviewer bias, for example based on an author's country of origin or previous controversial work.

● Manuscripts written by prestigious or well-known authors are judged on the content of their articles rather than their reputation.

● Reviewers can identify authors by their writing style, topics or citations.


Review Process: The publication process of a manuscript accepted as a submission to the journal takes 2-4 months from the date of receipt.

Plagiarism Policy: Plagiarism is presenting some or all of the work of others as one's own. Duplication or self-plagiarism is the reuse of part or all of the work in another article without crediting the original author.
