Yapay Zekâ Hazırlık Endeksi Kapsamında Karşılaştırmalı Analiz: Türkiye ve AB Üyesi Ülkeler

Abstract

Günümüzde yapay zekâ adından çok daha fazla söz ettirmektedir. Devletler yapay zekâ ile ilgili birçok farklı faaliyet içerisinde yer alsa dahi öncelikli amaçları gelecekte yapay zekâ politikalarına yön veren ülkeler arasında yer almaktır. Diğer yandan uluslararası kuruluşlar da (IMF, BM, Dünya Bankası vb.) yapay zekâ ile ilgili çalışmalarına hız vermişlerdir. Çalışmanın esas amacı Uluslararası Para Fonu (IMF) tarafından ilk kez 2024 yılında yayınlanmış olan ''Yapay Zekâ Hazırlık Endeksi'' (AIPI) kapsamında elde edilen verilerden yola çıkılarak Türkiye’nin AB üyesi ülkelerle karşılaştırmasıdır. Bu sayede Türkiye’nin diğer ülkelerle karşılaştırması yapılmış, hangi hususlarda daha fazla faaliyet göstermesi gerektiği hususunda çıkarımlar yapılmıştır. Çalışmanın önemli sonuçları arasında AIP endeksi içerisinde yer alan at boyutlardan biri olan ''İnsan Sermayesi ve İşgücü Piyasası Politikaları'' alt boyutunda Türkiye endeks ortalamasına yakınken, ''Düzenleme ve Etik'' alt boyutunda ise ortalamanın biraz gerisinde kalmıştır. Ayrıca endeksin bu iki alt boyuttan ciddi düzeyde etkilendiği de önemli sonuçlar arasında yer almaktadır. Bu sebeple Türkiye’nin özellikle bu iki alt boyutu etkileyen faktörler özelinde geleceğe dönük faaliyetler gerçekleştirmesi gelecekte söz sahibi ülkeler arasında yer alması açısından önemlidir.

Comparative Analysis Within The Scope of Artificial Intelligence Readiness Index: Türkiye and EU Member Countries

Abstract

Nowadays, artificial intelligence is being talked about more and more every day. Even though states are involved in many different activities related to artificial intelligence, their primary goal is to be among the countries that guide artificial intelligence policies in the future. On the other hand, international organizations (IMF, UN, World Bank, etc.) have also accelerated their work on artificial intelligence. The main purpose of the study is to compare Turkey with EU member countries based on the data obtained within the scope of the "Artificial Intelligence Preparedness Index" (AIPI), which was first published by the International Monetary Fund (IMF) in 2024. In this way, Turkey was compared with other countries and inferences were made about which issues it should be more active in. Among the important results of the study, while Turkey was close to the index average in the "Human Capital and Labor Market Policies" subdimension, which is one of the six dimensions in the AIP index, it fell slightly behind the average in the "Regulation and Ethics" sub-dimension. In addition, it is among the important results that the index is seriously affected by these two sub-dimensions. For this reason, it is important for Turkey to carry out forward looking activities, especially within the factors affecting these two subdimensions, in order to be among the countries that have a say in the future.
