Ekonomik Refahın Ötesinde: İskandinav Ülkelerinde Yaşam Memnuniyetinin Dinamikleri

Abstract

Yaşam memnuniyeti, yalnızca ekonomik refahla sınırlı olmayan; kamu politikalarının kapsamı, toplumsal güven, sosyal sermaye, kültürel normlar ve bireysel yaşam koşullarının birlikte oluşturduğu çok boyutlu bir refah göstergesi olarak değerlendirilmektedir. Bu bağlamda, özellikle İskandinav ülkeleri uzun yıllardır dünya mutluluk sıralamalarında üst sıralarda yer almakta ve söz konusu eğilim, ilgili ülkelerde kamu politikalarının bireysel ve toplumsal refah üzerindeki etkisini inceleyen araştırmalara yön vermektedir. Bu çalışmada, İskandinav ülkelerinde (Danimarka, Finlandiya, İsveç, İzlanda ve Norveç) uzun süredir gözlemlenen yüksek yaşam memnuniyeti düzeylerinin arkasındaki yapısal ve yönetsel dinamikler analiz edilmektedir. İnceleme kapsamında refah devleti uygulamaları, yönetişim kalitesi ve iş-yaşam dengesine ilişkin politikalar; kamu sosyal harcamaları (eğitim, sağlık ve sosyal koruma), yönetişim göstergeleri (hukukun üstünlüğü, katılım ve hesap verilebilirlik, yolsuzlukla mücadele) ve iş-yaşam dengesine dair göstergeler (kısa çalışma süreleri ve yüksek istihdam oranları) üzerinden karşılaştırmalı olarak değerlendirilmiştir. Bulgular, İskandinav ülkelerinde yaşam memnuniyetinin yalnızca gelir düzeyiyle açıklanamayacağını; eşitlikçi sosyal politikalar, şeffaf ve hesap verebilir bir yönetim anlayışı ile yaşam kalitesini destekleyen kapsamlı bir politika mimarisine dayandığını ortaya koymaktadır. Çalışma, mevcut literatüre İskandinav ülkeleri örneği üzerinden kamu politikalarının yaşam memnuniyetiyle ilişkisine dair derinleştirici bir değerlendirme katkısı sunmaktadır.

Beyond Economic Prosperity: The Dynamics of Life Satisfaction in The Nordic Countries

Abstract

Life satisfaction is regarded as a multidimensional indicator of well-being, shaped not only by economic prosperity but also by the scope of public policies, social trust, social capital, cultural norms, and individual living conditions. In this context, the Nordic countries (Denmark, Finland, Sweden, Iceland, and Norway) have consistently ranked at the top of global happiness indices for many years, and this trend has led to growing scholarly interest in understanding how public policies influence individual and societal well-being in these countries. The present study analyzes the structural and institutional dynamics underlying the persistently high levels of life satisfaction observed in the Nordic countries. The analysis adopts a comparative approach focusing on welfare state practices, quality of governance, and work-life balance policies, through key indicators such as public social expenditures (education, healthcare, and social protection), governance indicators (rule of law, voice and accountability, and control of corruption), and work-life balance metrics (short working hours and high employment rates). The findings demonstrate that life satisfaction in the Nordic countries cannot be explained solely by income levels; rather, it is grounded in a comprehensive policy architecture that promotes social equity, transparent and accountable governance, and an overall high quality of life. The study contributes to the existing literature by offering a nuanced assessment of the relationship between public policies and life satisfaction in the Nordic context.
