Aim & Scope
Uluslararası Suçlar Ve Tarih / International Crimes And History (UST / ICH) is an annual bilingual (English and Turkish) peer-reviewed journal dedicated to the study of inter-communal, inter-ethnic, inter-religious, and international conflicts, crimes, and conflict resolution practices in the past and the present.
The UST / ICH is a platform for the scholarly investigation of conflicts, crimes, and conflict resolution practices that have occurred in the Balkans, the Caucasus, the Eurasia region, and the Middle East.
The UST / ICH is a forum for hypothetical and analytic genuine studies, the Journal provides genuine Cases Before International Courts, reports, compilations, brief assertions, translations, and letter-to-the-editor-style writings, as well as notes that examine current events under the name agenda.
The primary objective of the UST/ICH is to provide an academic foundation for both scientific research on published issues and the creation of new opportunities by facilitating the exchange of relevant perspectives.
In addition, to be able to contribute to the domestic and international literature of the social sciences through the synergy of writers with diverse perspectives.
UST/ICH wants to appeal to national and international public opinion, generate new ideas, have a structure that can be used as a reference at every stage by employees and practitioners of the decision-making mechanism, and become widespread.

Ethical Principles and Publication Policy
PUBLICATION POLICY :
Manuscripts submitted for publication are subject to peer review. The UST / ICH accepts academic research that has not been previously submitted to another journal for publication. Submissions must be written in accordance with the standards put forward by the journal, and with a clear and concise language. Manuscripts that are submitted to the UST / ICH must be in accordance to national and international ethical rules and standards. Authors who submit their manuscripts to the UST / ICH bear the legal and other responsibilities that may arise from failing to observe these rules and standards.

ICMJE (International Committee of Medical Journal Editors) recommendations and COPE’s (Committee on Publication Ethics) International Standards for Editors and Authors will be used in the evaluation of the scientific articles sent to the Uluslararası Suçlar ve Tarih (UST)/International Crimes(ICH) journal.
Ethical Tasks and Responsibilities of Authors and Co-authors
1. Studies that require ethics committee decisions;
1.1.1. For research conducted in all scientific fields and for the clinical and experimental cases below on people and animals which require ethics committee decisions;
1.1.2. All kinds of research that are conducted with qualitative or quantitative approaches which require gathering data from participants using questionnaires, interviews, focus group work, observation, experiments, discussion/negotiation techniques
1.1.3. Use of humans and animals (including material/data) for experimental or other scientific purposes,
1.2.1. Clinical studies conducted on humans,
1.2.2. Research conducted on animals,
1.2.3. Retrospective studies in conformity with the law on the protection of personal data, ethics committee approval must be acquired separately, this approval must be indicated in the article and documented.
1.3. Information regarding permission/authorization (committee name, date and issue no/number) must be included in the article’s “Method” section and additionally in the first/last page.
1.4. During the article upload, the Ethics Committee Approval file must also be uploaded to the system in addition to the article file.
1.5. Moreover, in case reports, information that the informed voluntary confirmation/consent form was signed must be included in the article.
2. It must be indicated in the article whether or not obtaining legal/exclusive permission is required. If the study contains a practice conducted in an institution, it must be clearly indicated on which date and which decision or issue number the permission was obtained from the relevant institution.
3. For the use of scales, questionnaires, photographs belonging to others, it is necessary that permission is obtained from the owners and that this is indicated in the article through providing the relevant references.
4. It must be stated that intellectual property rights regulations are complied with for the ideas and works of art used in the article.
5. All of the contributing resources of the study must be stated in the acknowledgement section of the article.
6. The authors of the articles submitted to the journal must certify that their articles are original and use citation methods for the citations made in their articles in accordance with ethical principles.
7. All authors are responsible for all sections of the article.
8. Authors must clearly state any kind of conflict of interest or overlap of interest in their articles. In cases where there is no conflict of interest or overlap of interest regarding the subject of the articles, this statement must nevertheless be present in the article. The most common types of conflict of interest are: financial support, education or other funding types, personal or institutional relations and memberships.
9. The articles submitted must not have been previously submitted to any other journal. They may be submitted to another journal for evaluation when the process is complete in a journal and the relevant article is rejected. Simultaneously submitting the same article to more than one journal constitutes unethical publishing behaviour. Moreover, the authors’ article must not been previously published elsewhere.
10. When an author encounters an important error or misstatement or inaccuracy in his/her published work, s/he is responsible for immediately informing the journal editor or publisher of this case and cooperating with the editor in order to withdraw or correct the article.
11. Researchers who have made significant contribution to the concept, design, performance, data collection and/or analyses in a study, researchers who have participated in the preparation of the articles or in their critical revision, and researchers who have approved of the final state of the articles and approved of their submission must be included into the study as responsible authors. Apart from this, authors who have made other contributions (for instance technical support, facilitators in writing and editing, general contributions etc.) must not be included to the authors list. However, the contributions by these people must be stated in the acknowledgement section.
12. In the case of a need for processes such as adding an author, changing the author order, removing an author for an article for which the evaluation process has started, an application may be made to the journal board with the approval of all of the authors. The journal board will the application and inform the author responsible of the decision.
Ethical Tasks and Responsibilities of the Editor
1. The editor must come to a decision on the article according to the its original value, the objectives of the journal, and ethical rules.
2. The editor should only put articles wih high original value and which adhere to the journal objectives and ethical rules into the evaluation process.
3. So long as there is no significant reason, the editor and field editors must pay regard to the positive views of the reviewer/referee.
4. The requests and views from the authors must be replied to through feedback.
5. Referees must be selected in accordance with the article’s subject.
6. Attention must be paid to preventing conflict of interest and self-interest relationships between the referees and the authors.
7. The editor is responsible for guiding the referees during the article evaluation process and providing the requested information.
8. The editor is responsible for hiding the credentials of the author and referee based on the blind review practice.
9. The necessary warnings must be made and measures must be taken so that the referees evaluate the article in a timely, objective, and scientific manner.
10. Effort must be made to increase the number of referees.
11. The editor must pay regard to the opinions and recommendations of the advisory committee regarding the articles.
12. The editor’s decisions regarding the article must be independent from the journal owner and the publisher.
13. The editors is responsible for paying regard to the journal publication guidelines, journal objectives and international standards regarding the articles of the journal that will be published.
14. The editor is responsible for not conveying the personal information of the article authors to third parties outside of the authors’ consent.
15. The editor is responsible for the protection of human and animal rights in the case of studies being conducted on humans and animals present in the contents of the article. The editor is responsible for declining an article in the case of an ethics committee approval not being sent for studies in which an ethics committee report is required.
16. The editor is responsible for protecting the intellectual property rights of all of the articles that were submiteed to and published by the journal.
17. The editor is responsible for providing clear and illuminating responses to the complaints from Referees, authors, and readers.
18. The editor is responsible for taking precautions against conflict of interest and self-interest relationships that may occur between authors, Referees and third parties in order for the completion of the evaluation processes in an objective and autonomous manner.
19. The editor is responsible for the consideration of the feedback from readers, researchers, and implementers regarding the published studies and making the necessary responses and applying the necessary procedures.
Ethical Responsibilities of the Referees
1. Referees are responsible for not evaluating the article in the case of conflict of interest and self-interest relationships.
2. Referees are responsible for the evaluation of the article by paying attention to the guidelines of confidentiality and objectivity.
3. Referees cannot use the study delivered to them for any purpose until the evaluation process is complete and the study is sent for publication.
4. While evaluating the article, referees are responsible for not allowing the authors’ gender, nationality, religious beliefs, or political views to influence the evaluation.
5. Referees must use polite and constructive language while reviewing the article. Comments and statements containing insults, slander, and enmity must be avoided.
6. Referees are responsible for reviewing the article in a timely manner and in accordance with the ethical rules.
TR Index 2021 Criteria
Under the ethical rules title, the aspects below are also abided.
• Ethics committee approvals must be separately acquired for research conducted in all scientific fields including social sciences and for clinical and experimental studies on humans and animals which require an ethics committee decision, this approval must be indicated in the article and documented.
• Under this title, under separate titles for Referees, authors and editors, information must be provided regarding the ethical rules.
• A statement of accordance with the Research and Publication Ethics must be included in the articles.
• Ethical principles must be stated in the journal and/or the website under separate titles while refering to national and international standards. For instance; in scientific articles submitted to journals, ICMJE (International Committee of Medical Journal Editors) recommendations and COPE’s (Committee on Publication Ethics) International Standards for Editors and Authors must be paid attention to.
• In studies that require ethics committee permission/authorization, information regarding the permission (committee name, date and issue number) must be included in the method section and additionally in the first/last page. In case reports, information that the informed voluntary confirmation/consent form was signed must be included in the article.
• The copyright regulations for the ideas and works of art used must be abided.
• At the end of the article; the Researchers’ statement of Contribution Ratio, Statement of Support and Appreciation if available, Conflict Statement must be included.
Note : Retrospective ethics committee permission is not required for articles that have used research data from before 2020, prepared from post graduate/doctorate studies (must be indicated in the article), applied for publication in the journal the previous year, were approved but not yet published. Please indicate in the declaration form that your study constitutes this case.

The journal does not charge for submission, handling, processing, and publication of manuscripts.

E. Büyükelçi Alev Kılıç, Ankara Üniversitesi Siyasal Bilgiler Fakültesinden 1968 yılında mezun olmuştur. 1969 yılında, Dışişleri Bakanlığı’na meslek memuru olarak giren E. Büyükelçi Alev Kılıç, Ürdün (1972-1974), Münih-Almanya (1974-1977), Dışişleri Bakanlığı Ankara (1977-1979), Bonn-Almanya (1979-1983), Dışişleri Bakanlığı Ankara (1983-1985)’da çeşitli görevlerde bulunmuştur. Sofya Büyükelçiliği’nde Birinci Müsteşar (1985-1991), Orta Asya, Kafkasya ve Slav Ülkeleri Dairesi’nde Genel Müdür Yardımcısı (1991-1996), Yugoslavya Federal Cumhuriyeti Türkiye Büyükelçisi (1996-1998), Avrupa Konseyi Daimi Temsilciliği’nde Daimi Temsilci (1998-2002), Ekonomi İşleri Müsteşar Yardımcısı. (2002-2004), Bern Türkiye Büyükelçisi (2004-2009), Meksika Türkiye Büyükelçisi (2009-2011) görevlerinde bulunmuştur. E. Büyükelçi Alev Kılıç, Dışişleri Bakanlığı’ndan 2011 yılında emekli olmuştur.

Gülperi Güngör, 2015 yılında Ankara Üniversitesi Siyasal Bilgiler Fakültesi Uluslararası İlişkiler bölümünden mezun olmuş, 2020 yılında ODTÜ Sosyal Bilimler Enstitüsü Uluslararası İlişkiler Bölümü’nden yüksek lisans derecesini almıştır. Ankara Üniversitesi Uluslararası İlişkiler bölümünde doktor adayıdır.
Selenay Erva YALÇIN, 2020 yılında başladığı Ankara Hacı Bayram Veli Üniversitesi Hukuk Fakültesinden 2024 yılında mezun olmuştur. 2023 yılının Aralık ayında Avrasya İncelemeleri Merkezinin (AVİM) uygulamalı eğitim programını tamamladı. Ocak 2024’te AVİM’de misafir araştırmacı olarak çalışmaya başladı. Halihazırda AVİM’de soykırım hukuku ve Türk-Ermeni ilişkileri alanında çalışmalarına devam etmektedir.

Merve ÖNENLİ GÜVEN, is an assistant professor at the National Intelligence Academy in Türkiye. She got her bachelor’s degree from the International Relations department of Bilkent University. She obtained her master’s degree from Conflict Analysis and Resolution department of Sabanci University with her thesis “Mirror Images of Terrorist Incidents in the News: News Coverage and Problem-Solving Attitudes Towards Conflicts”. She obtained her PhD from the department of Political Science and Public Administration at the Middle East Technical University with her thesis “Construction and Re-Construction of Cultural Codes through Political Violence: The Case of Kurdish Nationalism”. She has 20 years work experience, including in government, think-tanks and academia. Her research areas include political sociology and psychology with the analysis of the practice of politics on social life through cultural dimensions with conflict analysis and management, radicalization, de-radicalization, terrorism, countering terrorism and intelligence studies. On her research areas she has published book, book chapters, articles, and presentations at international and national platforms with the projects and field studies that she has carried out.

Orta Doğu Teknik Üniversitesi (ODTÜ) İktisadi ve İdari Bilimler Fakültesi Kamu Yönetimi Bölümü mezunu. ABD’de Yüksek Lisans, ODTÜ Uluslararası İlişkiler Bölümü’nde doktora yaptı. 1977-1978 yılları arasında Dışişleri Bakanlığı Kıbrıs-Yunanistan İşleri Dairesi’nde Aday Meslek memuru olarak çalıştı. 1978-1979 yılları arasında askerlik görevini ifa etti. 1980-1985 yılları arasında Dışişleri Bakanlığı bünyesinde Lefkoşa, Tel Aviv ve Atina'da çeşitli görevlerde bulundu. 1985-1988 yıllarında Dışişleri Bakanlığı Uluslararası Güvenlik Dairesi’nde görev yaptı. 1988-1992 yılları arasında Roma NATO Savunma Koleji'nde Kıdemli Türk Temsilcisi ve Fakülte Danışmanlığı, 1992-1995 yılları arasında Dışişleri Bakanlığı Güvenlik Uluslararası Dairesi Başkanlığı görevlerini yürüttü. 1995-1998 yılları arasında Washington'da Misyon Şefi Yardımcısı, 1998-2000 yılları arasında Cumhurbaşkanlığı özel kalem müdürü, 2000-2004 yıllarında Pekin Büyükelçisi olarak çalıştı. 2004-2005 Başbakanlık Dışişleri Başdanışmanı, 2005-2007 yıllarında Çok Taraflı Siyasi İşlerden ve Uluslararası Kuruluşlardan sorumlu Müsteşar Yardımcısı, 2007-2008 yıllarında Terörle Mücadele Özel Temsilcisi, 2008-2012 yılları arasında ise Ottawa Büyükelçisi olarak görev yaptı. Ottawa hizmetinin ardından emekliliğini isteyen Akgünay, Eylül 2012'- 2022 arası Orta Doğu Teknik Üniversitesi Kuzey Kıbrıs Kampüs’ünde Rektör Danışmanı ve tam zamanlı Öğretim Üyesi, o tarihten bu yana ise yarı zamanlı olarak çalışmaktadır.

Ocak 2011’de Siyasi Tarih alanında Doçent unvanını alan Barış ÖZDAL, Ağustos 2016’dan itibaren Bursa Uludağ Üniversitesi İİBF Uluslararası İlişkiler Bölümü Siyasi Tarih Anabilim Dalı’nda Profesör öğretim üyesi olarak görev yapmaktadır ve Anabilim Dalı Başkanlığını yürütmektedir.
Diplomasi Tarihi, Dünya Tarihi, Avrupa Güvenliği, Türkiye-Avrupa Birliği İlişkileri, Uluslararası Göç ve Nüfus Hareketleri, Türkiye-Ermenistan İlişkileri ile Kıbrıs Sorunu üzerine ulusal ve uluslararası düzeyde çok sayıda makale, bildiri ve kitap bölümü tarafından yayımlanmıştır.
Lawyer Assoc. Dr. Hakkı Hakan Erkiner is a faculty member at Marmara University, Faculty of Law, Department of International Law. He also gives lectures at other faculties and institutes with assignments. He is a graduate of Galatasaray High School, Galatasaray University Faculty of Law, Galatasaray University Social Sciences Institute and Marmara University Social Sciences Institute. He has three scientific books titled 1) International Responsibility of the State for Wrongful Act, 2) Self-Defense Against International Terrorism, 3) Introduction to the Sociology of International Law and to the History of International Law with Articles and numerous articles and papers published in Turkish, French or English in peer-reviewed national and international publications. His scientific books on international law have gone through a total of 12 editions as of the end of 2025. His more than 80 published scientific studies have been cited hundreds of times both domestically and internationally. He has presented over a hundred conference papers and delivered speeches at symposiums and panels on issues and topics related to international law.
Prof. Dr. Ali Asker 1968 doğumludur. 1986-1993 yılları Azerbaycan Teknik Üniversitesinde Radyoteknik Fakültesinde lisans ve yüksek lisans (bileşik) eğitime başlamıştır. 1987-1989 yıllarında SSCB Silahlı Kuvvetleri Transkafkasya Askeri Dairesinde askerlik görevini bitirdikten sonra eğitimine devam etmiştir. Şubat 1992’de Hocalı Soykırımı’nın ardından, gönüllü olarak Azerbaycan Milli Ordusuna yazılmış ve Birinci Karabağ Savaşı’na iştirak etmiştir. Öğrenim sebebiyle terhis edildikten eğitimine devam etmiş, 1993’te eğitimini tamamlayarak uzman mühendis derecesi almıştır. Ali Asker, 1993’te Bakü Devlet Üniversitesi Hukuk Fakültesini kazanarak 1997’de yüksek onur diplomasıyla bu eğitim kurumundan mezun olmuştur. 1997-1998 yıllarında Ege Üniversitesi Türk Dünyası Araştırmaları Enstitüsünde bir sene hazırlık eğitiminin ardından Marmara Üniversitesi SBE Kamu Hukuku Anabilim dalında yüksek lisans eğitimine başlamış, 2000 yılında Azerbaycan Cumhuriyeti Anayasasında Devlet Sistemi ve Temel Öğeleri konulu tezini savunmuştur. Ali Asker, Genel Kamu Hukuku dalında başladığı doktora programından “Eski Sosyalist Ülkelerde Siyasi Rejim Değişmeleri” tezini savunarak 2007 yılında mezun olmuştur. Değişik düşünce kuruluşlarında Kafkasya, Rus-Slav, Orta Asya ve Türk Dünyası üzerine çalışmalar yapmış, birçok yayına ve tercüme esere imza atmıştır. 2011 yılından Karabük Üniversitesi İİBF Siyaset Bilimi ve Kamu Yönetimi Bölümünde öğretim üyesi olarak göreve başlamıştır. 2016’da Bölge Çalışmaları alanında doçent unvanı almıştır. Dünya anayasalarını Türkçeye kazandırması nedeniyle kendisine 2019 yılında Hukuk Ansiklopedisi Özel Ödülü tevcih edilmiştir. 2021’de aynı fakültenin Uluslararası İlişkiler Bölümünde Uluslararası Siyaset Profesörü kadrosuna atanmıştır. Ali Asker’in Rusya ve Avrasya ülkeleriyle ilgili bölge çalışmaları, hukuk, tarih, düşünce tarihi ve kültür üzerine çok sayıda yayını bulunmaktadır.

ASST.PROF.DR. MURAT KORAY; He graduated from the Turkish Naval Academy with a degree in Electrical and Electronics Engineering in 1989. In 2021, he earned a second bachelor’s degree in international trade and logistics from the Faculty of Business Administration at Anadolu University. He completed his master’s degree in international affairs and security studies at the Turkish Naval War College between 2001 and 2003 and obtained an MBA from the Institute of Social Sciences at Kocaeli University in 2006. In 2019, he received his Ph.D. in Maritime Transportation Management Engineering (MTME) from the Institute of Graduate Studies at Piri Reis University. He was awarded the title of Assistant Professor in 2020 and currently serves as a full-time faculty member at Kent University, Faculty of Economics, Administrative and Social Sciences. He is the Head of both the International Trade and Logistics Department and the International Trade and Business Department. Additionally, he lectures part-time at Piri Reis University. Asst.Prof.Dr. Koray is an expert in submarines and MTME. His research interests include ship valuation, international affairs and security studies, green technologies, sustainable ship and shipyard design, decarbonization strategies, and smart fuels. He focuses particularly on energy, exergy, and entropy management in the context of maritime transportation.

Ocak 2024’te AVİM’de misafir araştırmacı olarak çalışmaya başladı. Halihazırda AVİM’de soykırım hukuku ve Türk-Ermeni ilişkileri alanında çalışmalarına devam etmektedir.
