Abstract

In a political system
dominated by democracy, voter has an important role in determining the
government. Voter preferences are influenced by many factors while voter is at
the point of determining the political power. Economic factors, as well as
sociological and psychological factors that influence voter preference, have
incontrovertible role. In shaping political preferences and voting behavior
taxes are important alongside the other economic factors. One of the
instruments used by political actors to influence voter preferences, tax policy
has an important role especially during the election period. This study was
conducted to find out the level of the taxes on the preferences of voters.
According to the findings obtained from the
survey which was applied 445 voters in Sakarya province, taxes have
influence on voter preferences. It was also found that voters are sensitive to
tax policy. On the other hand, it was found that the economic success of
political parties, the political agenda in the country, and the voters’
political ideologies are effective on the voter preferences as well as tax
policy.

VERGİLERİN SEÇMEN DAVRANIŞLARI ÜZERİNDEKİ ETKİSİ: SAKARYA İLİ ÖRNEĞİ

Abstract

Demokrasinin hâkim olduğu bir siyasal sistem içerisinde, siyasi iktidarın
belirlenmesinde seçmen önemli bir yer tutmaktadır. Seçmen siyasi iktidarın
belirlenmesi noktasında tercihte bulunurken birçok faktörden etkilenir. Seçmen
tercihini etkileyen sosyolojik ve psikolojik faktörlerin yanında ekonomik
faktörlerde önemli bir yer tutmaktadır. Siyasi tercihlerin ve seçmen
davranışlarının şekillenmesinde ekonomik faktörler içerisinde yer alan vergiler
etkilidir. Siyasi aktörlerin seçmen tercihlerini etkilemek için kullandığı
araçlardan biri olan vergi politikaları özellikle seçim dönemlerinde önemli bir
rol oynamaktadır. Bu çalışma seçmenlerin tercihleri üzerinde vergilerin ne
düzeyde etkili olduğunu öğrenmek amacıyla yapılmıştır. Sakarya ilinde 445
katılımcı seçmen ile yapılan anket çalışmasından elde edilen bulgulara göre,
seçmenlerin siyasi tercihlerinin belirlenmesinde vergilerin etkili olduğu
sonucuna ulaşılmıştır. Ayrıca seçmenlerin vergi politikalarına duyarlı olduğu
görülmüştür. Öte yandan seçmen tercihinde vergi politikalarının yanı sıra
siyasi partilerin ekonomik başarısı, ülkedeki siyasi gündem ve seçmenlerin
sahip olduğu ideolojik faktörlerin de etkili olduğu görülmüştür.
