KAMU DİPLOMASİSİNDE SİVİL TOPLUM KURULUŞLARININ ROLÜ

Abstract

Soğuk Savaş sonrasında Kamu diplomasisi, bir devletin geleneksel diplomatik faaliyetlerinin yanında ikincil bir çarpan güç haline geldi. Kamu diplomasisinin yanı sıra sivil toplum kuruluşlarının (STK) da kullanılması bir devletin etkili ve popüler politikalar izlemesine önemli bir araç haline geldi. Sivil toplum kuruluşlarının insani yardım, kültürel, sosyal ve ekonomi alanındaki diyalog potansiyeli ve işlevselliği, devletlerin etkili bir dış politika izlemesine yardımcı olmaktadır. Günümüzde kamu diplomasisi, aynı zamanda uluslararası ilişkilerde ‘yumuşak güç’ rekabetinin de bir yansımasıdır. Kamu diplomasisinin uygulanma biçimi sürekli olarak gelişmekte, devletler ve uluslararası kamuoyu arasında siyasi ilişkiler oluşturmak için yeni araçlar geliştirilmektedir. Ülkeler, yumuşak güç unsurlarını genişletme ve etkili kullanmaya yönelik politikalar geliştirmektedir. Bu faktör, devletlere dış politika yapımında daha geniş bir alan ve nüfuz kurma potansiyeli sağlamaktadır. Bu makale kamu diplomasisinde sivil toplum kuruluşların rolü ile devlet işbirliği konusunu tartışmaktadır. Uluslararası ilişkilerde liberal perspektifle bağlantılı olarak incelendiğinde, STK'ların dünya siyasetinde etkili bir katılımcı olarak görülmektedir. Bu çalışmada sivil toplum kuruluşlarının kamu diplomasisi kapsamında devletlerin dış politikasını nasıl etkilediğini ve uluslararası sistem içerisindeki rolünü analiz etmektedir.

THE ROLE OF THE NON GOVERNMENTAL ORGANİZATİONS IN PUBLIC DIPLOMACY

Abstract

After the Cold War, Public diplomacy became a secondary multiplier alongside the traditional diplomatic activities of the state. The use of non-governmental organizations as well as public diplomacy has become an important tool for a state to pursue effective and popular policies. The potential dialogue and functionality of non-governmental organizations in humanitarian aid, cultural, social and economic fields help states to pursue an effective foreign policy. Today, public diplomacy is also a reflection of "soft power" competition in international relations. The implementation of public diplomacy is continuously developing and to create political relations between states and international communities, new have tools been created. Countries develop policies to expand and use soft power elements effectively. This factor provides states with the potential to establish a wider scope and influence in foreign policy making. This article discusses the role of non-governmental organizations and state cooperation in public diplomacy. When examined with the liberal perspective in international relations, NGOs are seen as effective participant in world politics. This study analyzes how non-governmental organizations affect the foreign policy of states. Within the scope of public diplomacy and their role in the international system.
