Baskı ve Çıkar Gruplarının Mali Mevzuata Etkisinin Yoksulluğu Giderme Açısından Değerlendirilmesi

Abstract

Çıkar grubu, ortak bir menfaati elde etmek amacıyla bir araya gelen gruplardır. Bir çıkar grubu; elde etmek istediği menfaati, siyasal otoriteye etki ederek gerçekleştirmeye çalışıyorsa baskı grubu ismini alır. Baskı gruplarının en önemli etki yöntemi lobiciliktir. Lobicilik yapan baskı grupları; yasaları kendi kazanımlarını sağlayabilecek şekilde değiştirmek amacıyla, ya yeni yasa tasarıları hazırlarlar ya da var olan yasaya alternatif yasa taslakları düzenlerler. Çalışmamızda, baskı gruplarının lobicilik faaliyetleriyle yoksulluğu gidermek amacıyla mali mevzuatta ne şekilde etki ettiği Dünya’dan örneklerle belirtilmiştir. İlk örneğimiz, American Association of Retired Persons (AARP) isimli yaşlı yoksulların haklarını savunan baskı grubunun, lobicilik faaliyetleriyle Medicare isimli sosyal sağlık güvencesini yasalaştırılmasına yöneliktir. Medicare; maliyeti ABD Hazinesinden karşılanan iki fondan elde edilen, 65 yaş ve üzeri kişiler ile 65 yaş altı belirli engeli veya rahatsızlığı olan bazı kişiler için kullanılan federal sağlık sigortasıdır. Diğer örneğimiz ise, Children’s Defense Fund isimli, çocuk ve genç yoksulluğunu gidermeye yönelik çalışmaları kendine odak noktası haline getirmiş olan çıkar grubunun, Çocuk Vergi Kredisi programının yasalaşmasına yaptığı katkıdır. Bu kredi, ebeveynlerin çocuk yetiştirmesinin artan günlük masraflarını karşılamalarına yardımcı olmayı amaçlar. Türkiye’de asgari ücretin vergi dışı bırakılmasında sendikaların verdiği çaba örnek gösterilmiştir. Birleşik Krallık’ta ise, yakıt yoksulluğunun giderilmesinde baskı gruplarının çalışmaları ve sonrasında güncellenen veya getirilen yardım programları örnek gösterilmiştir. Verilen örneklerde, ilk üç baskı grubunun da yoksulluğu gidermek amacıyla mali mevzuata etki ettiği; ilk örnekteki grubun daha fazla başarılı olduğu, iki grubun ise sınırlı etkide bulunduğu söylenebilir. The Impact of Pressure Groups on Fiscal Legislation and Poverty Relief

Abstract

An interest group; If it tries to achieve the benefit it wants to achieve by influencing the political authority, it is called pressure group. The most important method of influence of pressure groups is lobbying. Lobbying pressure groups; In order to change the laws in a way that can achieve their own gains, they either prepare new bills or draft alternative laws to the existing law. In our study, it is stated with examples from around the world how pressure groups influence financial legislation in order to eliminate poverty through lobbying activities. Our first example is about the lobbying activities of the pressure group called American Association of Retired Persons (AARP), which defends the rights of the elderly poor, and the legalization of social health insurance called Medicare. Our other example is the contribution of the interest group called Children’s Defense Fund, which has focused on efforts to eliminate child and youth poverty, to the enactment of the Child Tax Credit program. The efforts of unions in Turkey to exempt the minimum wage from tax are cited as an example. In the United Kingdom, the work of pressure groups in eliminating fuel poverty and the aid programs that were subsequently updated or introduced were cited as examples. In the examples given, it can be said that the first three pressure groups influenced the financial legislation in order to alleviate poverty; the first example was more successful in alleviating poverty, while the groups in the remaining two examples achieved some success.
