Yükseköğretim Kurumlarında Araştırma ve İnovasyon Kültürünün Oluşturulması*

Abstract

Yükseköğretim kurumlarının genel olarak araştırma ve geliştirme yolu ile yeni bilgiler üretme, mevcut bilgiyi geliştirme ve ürettiği bilgiyi öğretme sorumlulukları vardır. Bu kurumların kendilerinden beklenen bu temel fonksiyonlardan sadece birini veya ikisini yerine getirmeleri yeterli olmaz. Başarılı bir kurum olabilmek için bu üç ayağın hepsini çok iyi çalıştırmak durumundadırlar. Ülkemizde bulunan yükseköğretim kurumlarında özellikle yeni bilgi üretme veya mevcut bilgiyi geliştirme çalışmalarının istenilen düzeyde olmadığı, bu kapsamda üniversiteler arasında önemli farklılıkların bulunduğu açıktır. Bunun birçok nedeni olabilir. Ancak temelde ARGE ve inovasyon kültürünün yetersizliğinin bu kapsamda yapılan girişimlerin hepsinden istenilen sonucun çıkmasını önlediğini söylemek yanlış olmaz. Bu makalede araştırma ve inovasyon kültürün oluşturulmasına yönelik öneriler sunulmaktadır. Bu kültürün temel bileşenleri belirlenmiş ve bu bileşenleri harekete geçirmek için somut öneriler oluşturulmuştur. Özellikle yabancı dil bilgisi, ortak anlayış, ruh serbestisi, bağımsız çalışabilme, sahiplik, ihtiyaç duyma, farkındalık, odaklanma, bilimsel araştırmalara verilen destek, kurumsal süreçlerin tasarımı ve ARGE/inovasyon vizyonunun oluşturulması başta olmak üzere çok yönlü bir değerlendirme yapılmıştır.

Building the culture of research and innovation in the higher education institutions*

Abstract

One of the most important responsibilities for most of the higher education institutions is to build new or to improve existing knowledge through research and innovation, and to transfer generated knowledge to students. Developing, improving and teaching knowledge in this respect cannot be separated apart and respective systems to put these capabilities into operation shall be well-formulated. Developing and performing the respective capabilities for one or two of these will therefore not be enough. There is a remarkable diversity of implementation in especially developing and improving knowledge in Higher Education Institutions of Turkey, which is not at a desirable level. Although there could be some logical explanations for this, one of the most important one is the lack of research and innovation culture. This paper presents some recommendations on developing research and innovation culture. Basic elements of this culture and several ways to motivate and increase the respective momentum are highlighted with concrete suggestions. The paper focuses especially on improving foreign language capabilities of the researchers, freedom of research soul, capability of working independently, awareness, focus of attention, ownership, feeling in need, funding scientific studies, design of institutional processes, and developing innovation and research vision as well as defining respective processes.
