TÜRKİYE’NİN EKSENİ KAYIYOR MU? BİR LİTERATÜR DEĞERLENDİRMESİ

Son on yılda, Türk siyaseti çalışanları en fazla meşgul eden soruların başında, ‘Türkiye’nin eksen mi kayıyor?’ sorusu gelmektedir. Bu soru birbirini tamamlayan ve yanlışlaysan çok sayıda öğretici çalışmanın üretilmesine neden oldu. Fakat hala bu sorunun mevcut Türk dış politikasını anlamada doğru bir soru olup olmadığı konusunda ikna edilmiş değiliz. Üstelik bu sorunun nasıl cevaplanabileceği konusunda da kendi içinde tutarlı kavram ve argümanları bulmak noktasında da dikkate değer bir aşama kaydettiğimiz söylenemez. Elinizdeki çalışma bu konudaki mevcut literatürü değerlendirerek, ilgili sorunun önemini ve sorunlarını tartışıyor. Bu tartışmanın ardından da daha sistematik ve belirli bir teorik çizgiye konumlanmış yeni çalışmaların çağrısını yapıyor.
