Türkiye in the 2020s within the Huntington and Janowitz Paradigms: The Reconstruction of Military Professionalism
Öz
This study analyzes the adequacy of Samuel Huntington’s “Objective Civilian Control” and Morris Janowitz’s “Professional Soldier” theories in explaining the transformation of civil-military relations and military institutionalization in Turkey after 2016. The article examines the centralization of the military education system under the National Defense University (NDU), the direct subordination of service commands to the Ministry of National Defense, and the shifts in the operational capacity of the Turkish Armed Forces (TAF) as primary case studies. The central argument of the research is that the emerging Turkish model pursues a hybrid path between Huntingtonian “institutional separation” and Janowitzian “social integration”; however, it asserted that classical theories require substantial revision to account for the contemporary security architecture. In this context, the study focuses on the explanatory crisis faced by traditional theories in the face of technological transformation, asymmetric threats, and the digitalizing security paradigm. Employing a qualitative research methodology, the analysis provides a comparative perspective through examination of official documents, educational curricula, and structural legislative amendments. Ultimately, the study proposes an original theoretical framework on how the Turkish experience can be integrated into the global civil-military relations literature as a model of “post-Praetorian” institutionalization.
