1830-1865 Yılları Arası, İngiliz Dış Politikasına Dair Alternatif Bir Doktrin Önerisi: Palmerston Dönemi ve ‘’Seçici Müdahale’’

Öz

Bu çalışma, Seçici Müdahale olarak adlandırdığımız doktrini anlayabilmek için Palmerston’ın Dışişleri Bakanı olduğu dönemden başlayarak, Başbakanlık görevini sürdürürken öldüğü 1865 yılına kadar ortaya çıkan dış politika tercihlerini inceleyecektir. Makale, bu zaman zarfını kapsayan dönemin dış politika oluşumunu dikotomik kararlar çerçevesinde sınıflandıracak ve ortaya çıkan Palmerston’cu tercihleri Seçici Müdahale çerçevesinde analiz edecektir. Dönemin İngiliz dış politikasının neden Önleyici Müdahale yahut Zorlayıcı Diplomasi şablonu içinde değerlendirilmemesi gerektiği ayrıca belirtilecektir. İngiliz dış politikasının; diplomatik ve askeri enstrümanlar vasıtasıyla aldığı kararların sadece pozitif sonuç alınabileceği noktada müdahale yönünde girişim yarattığı yahut pozitif sonuç alınamayacağı için hareket edilmediği şeklindeki Palmerston’cu dinamiklerin liberal normativism çerçevesinde eleştirisi ayrıca ortaya konulacaktır. Çalışma, bu hedef üzerinden ilk önce Belçika Krizini pilot bir nokta olarak Seçici Müdahale doktrini çerçevesinde değerlendirecek ve ardından 3 vaka karşılaştırması içinde 8 dış politika krizini inceleyecektir. Söz konusu vaka gruplaması, teorik olarak benzer krizlerin kategorizasyonundan oluşmakta, dolayısıyla yapısal bir karşılaştırmaya imkân tanımaktadır. Bu çerçevede Belçika Krizi’ni takiben Polonya İsyanı ile Yunan İsyanı sürecinin İngiliz Dış Politikası nezdinde karşılaştırması yapılacak ardından Portekiz ve İspanya İç Savaşları ile Amerika Birleşik Devletleri ve İsviçre İç Savaşları sınıflandırması üzerinden krizlerin benzer yönleri ve ayrıldıkları noktalar incelenecektir. Takiben, Kırım Savaşı ve Schleswig- Holstein’in Prusya tarafından işgal edilmesi süreci, krizlerin niteliği ve İngiliz Hariciyesindeki tepkileri üzerinden tartışılacaktır.
